President's Message, continued from page 3 Golf Course Irrigation and Well Conversion By Don Lopez The Board has approved sending the Contract, Terms & Conditions, and Performance Specifications to our new attorney, Kelly Richardson from Richardson Ober Denichilo. We have received that review and have started including most of the minor changes he recommended. There were some questions regarding the process for progress payments. There have been subsequent meetings with council, VDLA, and Candyl Golf to agree on the specifics. We have a lump sum contract with Candyl Golf and project milestones against which progress can be measured. The task now is to agree on the value of specific milestones. There have been hours of discussions of how to renovate the golf course and the irrigation system in the last two years. However, our new council and our new MB members had not been involved in any of those in-depth discussions. It took some time to bring them up-to-speed. Now that Kelly has met with VDLA, and is meeting with Candyl Golf, he has a new found respect for the depth of knowledge of our consultants, our Design Build partner, and our Golf Course Committee and Keystone Pacific. That confidence derived from knowing the people involved, and the depth of the design considerations that have been examined, he can now help us finish the contract in the next few days. If we execute the contract in late January, we can start the Construction Documents in February. That process is about 60 days, plus another 30 days for approval of the lake. That means we could start construction on the front nine in May. That would give us an excellent chance to take maximum advantage of the grassing season for this year. That tentative schedule would indicate we may have a Town Hall meeting on the Capital Improvement vote for the Well Conversion in May-June with a vote in July. That would suggest we may start construction on the back nine in September, with about a three month construction schedule plus some time for grass grow-in. You have all heard me say many times, in this column, that all of these projections are based on the knowledge that we have as of today. We have all seen, that some things have been delayed, the biggest of all was the COVID delay that cost us several months. I feel that you should know all that we know, at this moment in time, so we all have the same expectations of the time frame that will be involved. Having this contract in the hands of the attorneys, with our instructions as to how to finish the agreement the week of Jan. 22, makes this schedule a little more realistic. We will keep you informed and up-to-the minute. By Scott Lemieux, CPS Director Greetings OHCC residents and staff. As we begin a new year please keep safety at the forefront of your mind. Not only as we continue to live within the COVID-19 environment, but as it pertains to driver safety, pedestrian safety and pet safety. This is not only a matter of following the rules and regulations of the community for which there are consequences, but for the health and welfare of the residents, staff, guests and service providers of Ocean Hills. Additionally, please keep in mind that residents are responsible for their guests, contractors, and service providers adhering to the rules and regulations while they're guests in the community including observance to all traffic signs and parking rules. Due to the current COVID-19 mandates that includes the prohibition of use of the community's facilities which include the golf course, the Clubhouse athletic courts, and the pool. Violations of these rules and regulations will result in a citation by Community Patrol Services. To end this article on a positive note, Community Patrol Services continues to improve the quality of the service we provide to the residents and staff of Ocean Hills and we strive to maintain vigilance and readiness to respond to emergencies throughout the community to keep everyone safe in the coming year.
