Absent: None Others Present: General Mgr. Jim Morgan, Office Mgr./Adm. Assistant Kimberly Evans MEMBER COMMENTS: Prior to the Jan. 21 General Board meeting, an eBlast message was sent out to the membership which advised residents of the procedure for submitting a member comment and/or to call in the day of the meeting. The written comments were read during the meeting by various Board members and responded to accordingly. Each resident who submitted a comment or question will receive a letter with the Board's response. PRESIDENT'S REPORT: COVID-19 Questions: President Bowman stated that there have been many comments on Colony blogs to obtain guidance on COVID-19. The Board advises members to contact their medical provider and/or personal doctor for guidance. Legal Fees: Some residents have expressed concern with the increase in legal fees. Periodically, the Board receives a letter from a resident stating they are going to sue the Board. When this occurs, the Board then forwards this matter to Legal Counsel for review and guidance. When this occurs, it sets into motion a series of events which can add to the increase in legal fees. In 2020, we received many questions regarding COVID-19, the election process and various miscellaneous matters, all of which caused an increase in this expense. Resident questions during Member Comments: Occasionally, we receive questions from residents that can be answered by simply calling the HOA Office or a Board member directly. Second Annual State of The Colony Health: On Feb. 18, President Bowman will give his Second State of The Colony Health update. Mr. Bowman stated that there seems to be a rush to be the first to put information out which may not be accurate and which can cause confusion in the community, as with the Waste Management green barrel matter. Mr. Bowman encouraged residents to take the time to do a little more checking before disseminating information. Dr. Martin Luther King Jr. holiday: President Bowman read an excerpt from a book that he reads daily. "As a Baptist Minister, Dr. King said, 'Love is the only force capable of transforming an enemy into a friend.'" The article continues to state, "The anonymity and reach of social media has made it possible for anyone to spread hatred without having to face their victim. People post impulsive insults, scathing tweets and bigoted Facebook posts which have stoked the fire of bigotry and hatred." Mr. Bowman believes these are great words from Dr. King and very timely with our current societal issues. EXECUTIVE SESSION UPDATE: • Approved Nov. 19, 2020 Executive Minutes. • Discussed Majestic Asset Management Litigation Update. • Due to COVID-19, the declarations from both parties were not processed by the Clerk and submitted for the Judge to review. Therefore, the Majestic Hearing has been postponed to March 10, 2021. • Discussed various legal matters. • Reviewed homeowner violation appeals. • The Board approved extending a three-year contract with Associa-PCM Management Company. • Reviewed Communication Committee requests. • Discussed new policies on PODS and trash dumpsters. • The Board ruled to continue using an Election Management Company for future elections. • Approved a new vehicle decal, which will be placed on the outside of the vehicle window during the upcoming Age Verification process. BOARD LIAISON REPORTS: Mary Ann Plummer – Access Control and Safety Committee: The committee evaluates access control and general community safety concerns. For the month of December 2020, 11,400 residents, 11,475 guests and 854 golfers came through the Jackson main gate. Amy Horlock – Architectural Control Committee: They are currently reviewing verbiage changes to the Architectural Standards. The committee is continuing with inspections and encouraging residents to keep maintaining their homes. Del Mitchum – Communications Committee: The committee is working on Outreach to History to preserve the history of Colony founders and residents. They will also be testing the Bose sound system, as well as working on ways to rapidly contact all residents. A questionnaire is being created to determine how residents prefer to receive their information from the Association. Glenn Sailer – Finance Committee: The Finance Advisory Committee will be reviewing the Budget Preparation Workshop #1, Draft #3, with the Board following today's General Session. The membership can view the discussion, but may not comment. Members will be allowed to ask questions and comment at the Feb. 18, 2021 Budget Town Hall meeting.
