Asst. Kimberly Evans MEMBER COMMENTS: Prior to the meeting, an eBlast message was sent out to the membership which allowed them to leave a comment and/or to call in the day of the meeting. The written comments were read by various Board members. If any response is needed, it will be sent directly to the member making the comment. Members who do not use Zoom can submit written comments. These comments will also be responded to in writing (if applicable). PRESIDENT'S REPORT: Elsinore Valley Municipal Water District: EVMWD representative Kaitlyn Wu gave a presentation on Understanding Potential Water Rate Changes. A virtual public hearing will be held at 6 pm on June 24, 2021 to address the proposed 5% increase in water rates. Imported water, electricity and compliance requirements are driving the proposed rate increase. Customers who may experience a hardship due to this rate increase can sign up for the CARES program and other assistance programs through the Water District website at www.evmwd.com or by calling (951) 674-3146. Pool Pavilion Video, Town Hall Meeting, and Ballot Mailing: The Board presented the Pool Pavilion video for membership viewing. President Bowman encouraged residents to attend the upcoming Town Hall Meeting in the Auditorium on April 20 in person or via Zoom. Member comments will be read during the meeting, as well as member questions with Board response. Upon closing the meeting, members in attendance can approach the podium and state their questions or comments. The ballots on the project will be mailed on May 1. Members must return their signed ballots to the HOA Office by 3 pm on Tuesday, June 1, to have their vote counted. Golf Course Update: After reviewing the March 2021 Golf Course Receivership Report, it was noted that the golf course realized another month of profit. The course will be expanding their food and beverage service. On June 3, the golf course Attorney Michael Kerbs, the Association's Litigation Attorney Rian Jones, the Golf Course Committee and the Receiver will meet to establish a mutually agreed upon deadline to complete the maintenance and repair of the golf course. Assessment Coupon Booklets: Homeowners who did not receive their booklets by May 1, 2021 should contact the HOA Office for assistance. Rules and Regulations Committee: This committee is looking for two new volunteers to join the Committee. Interested parties should contact Chair Don Wardell at 677-0419. Garage Sale: A community Garage Sale is May 22. Clubhouse Remodel: Vice President Deacon explained to the membership why there was not an overrun in expenses for the Clubhouse Remodel. The Clubhouse Remodel budget was $650,000. The actual cost of completion was $595,000, or $55,000 under the original budget. Following the remodel, the then-current Board brought forward projects that needed to be completed while construction was underway so they did not continue to disrupt the resident use of the Clubhouse. During this process, the additional add- on items totaling $344,000 were accomplished. The majority of that money was spent on expanding the Fitness Room and new equipment, Lounge and Annex acoustics, Annex cabinetry, electrical, plumbing, HVAC, audio visual for Fitness Room, Lounge and Auditorium and Virtual signs. The amount over the original budget was $289,000. There were also improvements made in 2013, 2014 and 2015 prior to the Clubhouse remodel. The major improvements were the Auditorium ceiling and AV System, Atrium glass repair, creation of a Maintenance Office and automating the front Clubhouse doors. This totaled $309,000. When you combine all three of these projects, that is where you get the estimated $1.2 million expense. Mrs. Fulcher believes the décor would update her garage and aesthetics of the community. Mrs. Brosky, ACC Chair, informed the Board the ACC denied the application because it violates the Rules and Regulations, Article 15, Section 14. In addition, the homeowner was adding 8 hinges and handles versus other residents who only installed 4. Denied appeal and upheld ACC ruling. BOARD OF DIRECTORS MEETING HIGHLIGHTS: APRIL 15, 2021
