| SUN LAKES LIFESTYLES | OCTOBER 2021 | 5 The common interest developments were first regulated in California in 1963. It began with the condominium and ultimately covered all homeowner associations. The laws affecting homeowners' associations were scattered throughout the Corporations Code and the Civil Code and did not adequately address the unique issues posed by community associations. Finally a comprehensive body of law governing common interest developments was drafted in 1985. It went into effect Jan. 1, 1986. The Davis-Stirling Act brought stability to the governance of the millions of Californians served by community associations. It did so by creating financial safeguards, disclosures, insurance protections, and reserves in a framework that allowed community associations to govern themselves through elected representatives in each community. A rewrite of the Act took place Jan. 1, 2014. What does the Act mean to us? It governs us and protects us, covering almost anything you can imagine affecting our life in our community. It has to do with accounting, contracts, insurance, assessments, elections, voting, common areas, meetings—the list would be pages long if we continued. Every item listed is for our protection and our participation in the common interest development we live in—Sun Lakes Country Club. We have traveled from our By-Laws to our CC&Rs to the Davis- Sterling Act and now to our Association's Rules and Regulations. You are encouraged to become familiar with these documents as they define your rights and responsibilities as a member of your homeowner's association. The Rules and Regulations are established by the Board of Directors to ensure an orderly and pleasant community, maintain a high standard of living, and a provide a means to protect, preserve, and enhance property values. All residents are held accountable for their own actions as well as those of their guests, tenants, and tenant's guests. It is your responsibility to advise your tenants of the rules and regulations. Rules and more rules! It seems like a lot of rules but when you analyze our way of life, everything in place is to protect us or to protect others from us. One must remember we are a community of over 6,000 people in 3,327 homes. We all have rights and obligations. When a resident has no idea of the rules and regulations, the situations make for troubled times. The most important tool you have on hand is in your drawer or cabinet. THE TELEPHONE BOOK! In the center of the book there is a section called "GENERAL STATEMENT OF RULES AND REGULATIONS." It has a great index and well written explanations of our rules. One is able to find an item very quickly and will understand words and definitions. Try it, it is easy! Any questions?
