The Board held a special meeting on August 24 to review issues related to the golf course renovation and other matters. We: • Approved the general location and contours of the golf course lake and the removal of trees encroaching on the site • Approved an increase in the size of the well pump to 75 horsepower at a cost not to exceed $46,000 • Approved an increase in the size of the lake pumps to 50 horsepower at a cost not to exceed $97,000 • Approved an increase in the size of the stub-outs for future attachment at a cost not to exceed $4,079 • Approved the use of the RV parking lot for an RV Club event on Sept. 28. The Board held its Regular Meeting on Sept. 17 and: • Approved the Minutes of the meetings of Aug. 2, 16, 19, and 24 • Accepted the Report of the Executive Finance Committee meeting Aug. 31 and the July, 2021, abbreviated financial report and approved Fund Transfers exceeding $10,000 • Approved initiating foreclosure action on two properties • Appointed Mariann Michaels to the vacant Director position expiring in August, 2023 • Initiated a review of the Charter of the Community Image and Marketing Committee • Approved seeking advice from legal counsel relating to Village Management Agreements and ARC issues • Referred to staff a proposal to revise the hearing process for violations of rules • Reassigned Board liaisons to various committees • Heard an appeal of ARC orders to remove non- conforming items and referred the issue of lattice in the front maintenance area back to ARC as well as asking ARC to address the challenge of uniform enforcement • Accepted the resignation of Carmela Goodwin from ARC and appointed Ellen Kippel and Janis Musante to ARC • Referred a parking safety request from the Village of Majorca to the Property Access Procedures Committee • Approved an instructor to conduct yoga classes on a participant fee basis • Referred a request to approve blue awning covers to ARC • Referred to counsel a request to review the rules related to tenancy • Extended the use of the Lanai Canopy through Oct. 4 • Approved tree trimming requests submitted by the Landscape Committee subject to the concurrence of the annual arborist report Thank you for your interest in the affairs of your Association! | OHCC LIVING | OCTOBER 2021 | 3 President's Message By Greg Kusiak, President (2020-2021), Board of Directors Our small and special community continues to benefit from its high level of COVID-19 immunity, and the success of the greater San Diego County community, in minimizing the impact of the virus. Since the onset of the disease, no child under 10 years old has succumbed to this virus and only 20 people under 30 years old have died from a total population of nearly 3.4 million. (For comparison, there are 250 traffic deaths per year and well over 20,000 accidents.) The trends here of the so-called "pandemic of the unvaccinated"—even with the fearful Delta variant—are headed downward. It is unclear what "normal" will look like in the future as fear, uncertainty and confusion are likely to remain with us indefinitely. Staffing continues to be a challenge in the wake of the strange post- pandemic economics. We are happy to report that we have filled the Office Manager and Website positions, but we remain shorthanded in maintenance and at the Clubhouse. In particular, Angie--our long-time Events Coordinator—has left us to launch a new business venture with her family. We wish Angie the best. However, it is noteworthy that Angie left on short notice within a few days of being treated very rudely by a resident who was unhappy with card-playing arrangements. In addition, staff has had to deal with physical confrontations between multiple swimmers and other situations. It is my unfortunate duty to remind everyone that the staff are here to help us enjoy our wonderful amenities. It is not their job to be the whipping boy for residents' frustrations. I urge those responsible to follow the Golden Rule: treat our staff as you would want to be treated. Progress on the golf course is sometimes painfully slow. The combination of the pandemic and the winter freeze in Texas has driven the prices of supplies dramatically higher and produced spot shortages. This has resulted in delays and many requests for relief or changes by the contractor. However, we negotiated a fixed price agreement at the outset and are generally holding the contractor to those original terms. While we are tracking the project very carefully, it is complex and difficult to represent the status in a simple way on our website. Given our shorthanded status, we have fallen behind. We apologize for this, and with new staff, expect to catch up shortly. You will recall that we maintained the compensation of the staff throughout the pandemic, even during some times when no work was possible. At the same time, Keystone Pacific Property Management as the employer applied for a PPP loan to provide emergency relief. We are happy to report that Keystone has been relieved of the obligation to repay that loan. As a result, Keystone is providing OHCC its prorata share of that relief in the amount of $262,000 dollars. You will see this reflected on the August, September and October financial statements as that credit is applied to our contracted employee costs.
