Another Holiday season has rolled around, although unfortunately it is again a season tainted by the pandemic. Locally, we have largely moved beyond the direct impact of the disease, but the indirect effects know no geographic bounds. With inflation and selective shortages, those least fortunate of our fellow citizens will be those most affected. The generosity and relative affluence of our community will hopefully again shine through as we support local charities, including our own Woodchucks as they spread holiday cheer. Despite the reduced amount of seasonal sunshine, you may have noticed that the northeastern arm of the golf course is turning green once again. If you've been watching closely, you will have noticed that the irrigation system is operating there. Since the lake is months away from being created, the dual-source nature of the new design is allowing us to irrigate as before with City of Oceanside water to begin the regrowth of the fairways and establish new turf on the greens and tees. The new system relies on the booster pumps which have been installed near the hot tub. They're working well and are very quiet, although it is a large piece of equipment. We continue to work on a plan to beautify the area by enclosing it and relandscaping. Progress continues to be slowed by supply shortages and lack of transportation, as items as simple as sprinkler heads arrive late and in less than ordered amounts. The price of copper has doubled since the end of March, which affects everything containing copper from irrigation controller wire to pump motors and electrical transformers with hundreds of feet of copper windings. Crude oil prices are up nearly 75% over the past year, which increases the price of the raw material for irrigation pipe and lake liner over and above the impact of the deep freeze in the petroleum products areas near Houston last winter. And overlaying all of this turmoil is the crazy labor market where jobs are going begging and costs are rapidly going up. You will recall that we had lots of community debate following the last election related to the display of signs and flags on private property within OHCC and eventually adopted new rules. Section 1 Part M. Item 7. on page 6 of those revised rules says: "Political signs which specifically relate to an election, shall not be posted earlier than 90 days prior to the election; and shall be removed no later than 15 days after the election." Note that this refers narrowly and specifically to signs related to an election. That would mean, for example "Vote for George" or "Vote Orange Party" or "Vote NO on Proposition 999." Other political expression not specifically related to an election like "This house believes" or "Save our democracy" are not election signs and are protected speech under both the California and U.S. Constitutions and California statutes. Sadly, even today we have residents that think an appropriate response to a flag or sign is to put a bag of dog feces into a neighbor's mailbox. This is not only rude and childish, it is also a Federal offense! Instead of calling the Community Patrol or the HOA office to complain, why not take a moment to think about the value of each of us being able to think what we choose and share our ideas with our neighbors. And think about how harmful it has been to our community to have neighbors judging neighbors by a single factor — a sign or a flag — rather than by all the diverse qualities of the person. We will all be the better for it when we rise above these myopic reactions. The Board will begin the process of developing next fiscal year's budget in December. The Budget and Financial Advisory Committee will begin its work momentarily in order to have a comprehensive set of recommendations to present by early February. There was an excellent response to the call for service on the committee and the Board made appointments at its meeting on Nov. 18. Given the national economic turmoil, we are pleased to add this additional community talent to the Committee. The Board met in executive session on Oct. 18 to consider contract, legal and disciplinary issues and took the following actions: • Approved a renewed contract with No Vacancy Transport for shuttle bus services for calendar year 2022 at a cost of $405 per weekly trip and $546 per monthly outing. • Approved a plan to reimburse certain Majorca homeowners for power washing in recognition of the dust pollution from the golf course renovation.
