(Of course, on the Hebrew calendar it's 5782 but what's 3760 years give or take?) The long holiday season will soon be behind us. We have new laws to contend with and we will mark the beginning of the third year of this terrible pandemic. We can dare to hope the authorities will soon declare the pandemic over and we will begin marking time from the date of our new beginning. As everyone can see, work continues on the golf course. With the approval of the location of the 18th hole tees and the lake shoreline by the Board before Thanksgiving, we are hopeful that excavation will begin shortly. Currently, we are waiting for grading permits. The various equipment including pumps are on order, but delivery is not expected until some time in February. As we have noted before, the watering in of new sod and hydro-seedings will not be delayed since we have created a dual-source system capable of using both city water and well water. With few exceptions, however, California is under an emergency drought declaration, so we want to utilize the well water as soon as possible. Issues remain regarding supplying power to the well and the lake pumps. This is no small matter and requires some significant engineering. We can't simply run an extension cord to the back patio of one of the homes near the well. It is conceivable that we could have motors collectively totaling 185 horsepower running at the same time; that takes a lot of juice. And SDG&E's source is 1/3 of a mile distant on Leisure Village way in the Andros-Arcadia Park. That means there will be a lot of metal in the ground to carry the power up the hill and over to the pumps in order to avoid the loss of voltage over that distance. We are working to arrive at a design that not only supplies adequate power, but whose elements can be purchased for less than a king's ransom and delivered in less than an eternity. Work is moving forward on the budget for 2022-2023 fiscal year, and a tentative date of Feb. 3 has been set for a special Board meeting to receive the report of the Budget and Financial Advisory Committee ("BFAC"). As noted in the Treasurer's Report, a highly experienced and talented group of volunteers is working with the Board this year to plan our financial future. Although we have maintained our Association in a very financially advantageous position, we are coming off of four straight years of level dues and are facing a national inflation rate of 6.8 percent year-on-year. In addition, there are California minimum wage increases of about 7 percent which impact the lion's share of our operations. We are confident that the BFAC's recommendations to the Board will be optimal given the circumstances. The Board is working on updating a number of rules affecting architectural changes, the hearing process for fines due to rules violations and other matters. Each such proposed rule change requires a notice period to the Members and then publishing of the final rule once adopted. Since these may involve expensive mailings, we are aggregating a number of such proposed changes so that we may publish them simultaneously and then provide the final notice in one distribution process. Accordingly, some rule changes discussed by the Board may take several months before they can be formally implemented. The Board met in executive session on Nov. 15 to consider contract, legal, and disciplinary issues and review a delinquency and took the following actions: • Approved a modification of a renewed contract with No Vacancy Transport for shuttle bus services that was approved initially on Oct. 18. • Approved a proposal from O'Connell Landscape Management to dig a utility trench on the golf course at a cost not to exceed $5,500. • Reviewed a delinquency. The Board met in its Regular Monthly Session on November 18 and took the following actions: • Approved the Minutes of the meeting on Oct. 21. • Accepted the report of the Executive Finance Committee Meetings on Oct. 20 and Nov. 17. • Approved fund transfers in excess of $10,000. • Rejected a request from the Village of Majorca to create additional red curb areas.
