| Four Seasons Hemet Herald | FEBRUARY 2022 | 7 What You Need To Know Now New requirements have been implemented by the Architectural Review Committee (ARC) to keep up-to-date with new products, requests and Board directives. Here is what you need to know: Solar Installations: The ARC has been approving solar panel installations for several years. The Architectural Standards and Regulations (ASR's) outline minimum installation standards to maintain quality aesthetics in our community. Most of the previously approved solar panel installations have been mounted on the rear or sides of roofs and not prominently exposed to our streets and paseos. However, as more homeowners have chosen to embrace this technology, the ARC has seen more installations that need to be placed on the front elevation roofs for appropriate southern and western sun exposure. The ARC now requires a minimum three-foot setback from the front and side roof eaves. Some new solar panel installations have included metal skirts applied to the solar panel that provide a much more finished appearance. As the ARC has reviewed this product it has also learned that the solar panel skirts have other benefits including blocking birds and rodents that can nest beneath the solar panels, blocking leaf and other debris that can accumulate beneath the solar panels resulting in less fire potential from flying embers that could ignite the debris. The ARC will require the solar skirts as a community standard for new solar panel installations after March, 2022 approvals. Window Replacements: As our homes have matured, some homeowners have investigated window replacements. Most of our homes have front windows with internal grids that add to the architectural appearance. Over the years, some of the window grids have become dislodged and fallen out of place. This is a maintenance issue that our Architectural Support Staff will be addressing as a normal part of the ongoing maintenance of our homes. Additionally, some homeowners desire to upgrade windows that no longer work well, or for additional energy efficiency. Grid replacement to match the original window design is not required for formal ARC approval. However, please notify Maria Donti of your intention so that she can monitor this maintenance issue. However, window replacement is required to be approved by the ARC. Board Call To Hearing For Architectural Violations: Even though our HOA documents, ASR's, and repeated Herald articles and email blasts specifically outline that ANY and ALL exterior modifications to our homes and landscaping is subject to ARC review and approval, unapproved work continues to occur. The ASR's specifically list the standards and regulations that the ARC uses in the review of applications. Architectural Support Staff weekly inspects all homes, and unapproved changes are noted and violation letters are sent. The Board has now directed Staff to call violators to hearing before the Board prior to ARC review of after-the-fact applications for unapproved work. The Board will determine what monetary fine and additional penalties will be imposed for violations. DO NOT MAKE CHANGES WITHOUT ARC APPROVAL. Asking for forgiveness will not be granted.
