With the weather changing, I know that more of you will be enjoying the Paseo and sidewalks throughout the community with your pets. Management is working hard to keep the common area looking beautiful and clean; however, we need your help. We have had several residents request that Management address the issue of pet waste being left on public or private property. I know that this subject has been brought up before and Management has sent out eblasts, placed articles in The View such as this one, and posted on the community website, yet the problem is still occurring. I want to be clear; both the Governing Documents of the community and the city of Hemet have rules and guidelines regarding this issue. Please be advised that if you are walking your pet outside it is your responsibility to pick up after them; failure to do so is considered a violation not only of the community Rules and Regulations but of the city of Hemet as well (please see reference below). Sec. 10-12. Hemet Code of Ordinance - Defecation on public or private property. (a) It shall be unlawful for the owner or person having the charge or control of any dog to permit such animal to defecate and to allow the feces to remain upon any public or private property not owned or possessed by the owner or person having the charge or control of such dog, unless the person shall immediately and securely enclose all feces deposited by the dog in a bag, wrapper, or other container and dispose of it in a sanitary manner. (b) Any person who has charge or control of a dog in a location other than on the property of such person or the property of the owner of the dog shall have in his possession a suitable wrapper, bag or container for the purpose of complying with the requirements of this section. The failure of such person to carry such wrapper, bag or container when in the charge or control of a dog in a location other than on the property of such person or the property of the owner of the dog shall constitute a violation of this section. (c) A sightless person or a person physically unable to comply with this section who has charge or control of a guide dog shall be exempt from the provisions of this section.
