| Four Seasons Hemet Herald | APRIL 2022 | 7 WHAT YOU NEED TO KNOW NOW New requirements have been implemented by the Architectural Review Committee (ARC) to keep up-to-date with new products, requests, and Board directives. Here is what you need to know: Solar skirts are now a requirement for new solar installations: The ARC now requires solar skirts to be attached to all edges of solar arrays. Benefits beyond aesthetics include blocking birds and rodents that can nest beneath the solar panels, blocking leaf and other debris that can accumulate beneath the solar panels, and lessens the potential for flying embers that could ignite the debris. The ARC will NOT accept any new solar applications that do not include the solar skirts. The ARC also reminds homeowners that ARC applications need to be submitted by the homeowner. At times, some companies have told our homeowners that they will apply for ARC approval and either no such application has been made, or the submittal is not precisely what was represented to the homeowner. Board call to hearing for architectural violations: DO NOT MAKE EXTERIOR CHANGES TO YOUR HOME OR YARD WITHOUT ARC APPROVAL. Asking for forgiveness will NOT be granted. The Board has now directed staff to call violators to a hearing before the Board prior to ARC review of after-the-fact applications for unapproved work. The Board will determine what monetary fine and additional penalties will be imposed for violations. The ARC thanks the vast majority of homeowners who help to keep our Four Seasons community safe, healthy, and beautiful. Architectural Review Committee Chief Sell says that the Fire Department is making progress in hiring an Emergency Services Coordinator. One of the requirements for this position is to be certified to train new Community Emergency Response Team (CERT) members. Once that person is on board CERT training will resume sometime this spring. Be on the lookout for information via an email blast. Now that we are heading into spring, it is a good time to remember where your Four Seasons Disaster Response Duo and OK/Help Needed sign is stored. When disaster strikes (and it will), residents of Four Seasons should have a Disaster Response Duo to ensure we are safe and unhurt. 911 and professional first-responders may be overwhelmed and unavailable. We are on our own. The first member of this duo is a trusted next-door neighbor. This neighbor has a key to your house, or knows where you've hidden a key, for example, under a flowerpot in the back yard. This neighbor will check on you, and you must check on them when disaster strikes. The second member of the duo is your Four Seasons CERT Street Captain. For a better understanding of CERT, visit our website at https://fscert.org. The Street Captain will look for the "Help Needed" sign in your window. If you don't have the signs, get them from a Lodge attendant. Residents are encouraged to store the "OK/Help Needed" sign in the window most visible from the street. Do so PERMANENTLY with the blank green side displayed in the window. Otherwise, in a disaster, you're likely to forget where you stored it, and your trusted next-door neighbor won't know either. When disaster strikes and help is needed, you, a family member, or the neighbor must flip the sign to "Help Needed" and unlock the front door. If all is well and no help is needed or you have evacuated, set the "OK" sign facing out to indicate the Street Captain need not visit. Furthermore, if you're OK, you might canvass and check the neighborhood for friends and neighbors who display a blank or no sign. The Street Captain will skip homes with either no sign or the "OK" sign displayed so his or her time is spent helping those who need it.
