Changes may occur. A complete copy is available in the HOA Office. Water Restrictions: Landscape Superintendent Anthony Reynoso updated the membership on The Colony water restrictions. The Colony is following the Elsinore Valley Municipal Water District (EVMWD) guideline restrictions, in addition to the State Water Resources Control Board. The Colony is watering front yards 3 days a week and will continue to monitor the State requirements regarding water restrictions. President Bowman added that The Colony follows commercial guidelines, not residential. Mr. Reynoso read the EVMWD guidelines to the membership and noted The Colony is in Stage 3B. Why do we see so many dead plants? Chairperson Jan Foster of the Landscape Advisory Committee addressed why there are so many dead plants in the community. The committee's 11 members walk the entire community (approximately 80 football fields) of front yards and greenbelts. There are 13 areas, each with about 140 homes and several greenbelts. Each walk takes an average of 2-4 hours. Following the walks, Mr. Reynoso creates an Excel spreadsheet with everyone's address. After comparing the Excel spreadsheet with the Committee's notes, the list is then sent to Environmental Concepts for pricing. Once complete, the pricing is forwarded to the Board for final approval. The final area cost approved by the Board on May 19 was $30,707. As you can see, replacement of plants is a process. There will be no plantings during the summer because new plants require more water, but plantings will resume in the fall in much cooler weather. You can call the Landscape Department to find out if dead plants in your front yard will be replaced and with what plant material. If you call the Landscape Department and your area is not on the list, please fill out a Property Service Request form. This increase in play is partly due to the purchase of new golf carts, new marketing programs, signage, and kids get to golf for FREE if the parent golfs. The golf course cement slab has a new string of lights, tables and chairs for socializing. The irrigation system has been improved and water usage has been reduced by 28%. In addition, the course is being cut in a verticut and gophers are being trapped. The Golf Course Committee is currently interviewing golf course management companies should the Association acquire the golf course. Vice President Dalfonso also addressed rumors about his relationship with the golf course. He reiterated that he does not own any percentage of the golf course nor has any desire to run a golf course. He also does not own the newly established LLC. His name is only listed as a Board member contact. Approval of Annual Audit Report and Tax Preparation by Newman CPAs: Every year the Association retains a Certified Public Accountant (CPA) to perform an independent audit of our financial statements. Newman Certified Public Accountant, PC was retained this year to perform this function. The audit includes an examination of our financial records and issues a statement as to their compliance with Generally Accepted Accounting Principles (GAAP). This report is for the fiscal year ending April 30, 2022. As stated in the Audit Report, the financial statements prepared for the 2021/22 fiscal year, "present fairly, in all material aspects, the financial position of The Colony at California Oaks HOA".
