| THE COLONY NEWS | OCTOBER 2022 | 11 The following proposed Rules and Regulations were approved by the Board of Directors at the Aug. 18, 2022, General Board Meeting for 30-Day Member Comment, to be voted on at the Regular Session in October 2022. The affected rules are printed below. Text that is removed is indicated with a strike through. All new information is in bold and underlined. 5.5 Signs, Flags, Posters, Banners, Holiday Decorations/Lighting 5.5.5 December Holiday Season decorations decorative lighting may only be placed, or hung, in the front yard planter areas, shrubs/bushes, trees and tree wells and shall not interfere with the gardeners work or safety of the landscape crew. If extension cords are placed on the ground, they must run along the house side of front walkways. If an extension cord is to be hung it must be a minimum of 7 feet above the ground. (It is recommended that extension cords approved for outdoor use be utilized). December Holiday lighting for Christmas, Hanukkah, and Kwanzaa may be installed the weekend before Thanksgiving but may not be turned on until after Thanksgiving Day and must be removed by January 15. (Adopted 11-01-18) 5.5.6 All other Holiday decorations may only be placed in the front yard planter areas, shrubs/bushes, trees and tree wells and shall not interfere with the gardeners work or safety of the landscape crew. Decorations for all other Holidays must be removed no later than five (5) days following said Holiday. 4.2 Recreational Vehicles 4.2 Recreational Vehicles. Recreation vehicles (RVs) include, but are not limited to, motor homes, campers, camp trailers, tent trailers, boats, hauling trailers, off-road motorcycles, and jet skis. The rules for recreation vehicles are the following: 4.2.1 Residents. 4.2.1.1 All RVs must have a current Colony decal installed, which is visible from the outside. 4.2.1.2 All RVs must log in at the main gate upon to The Colony and receive a dated pass, which is validated for forty- eight (48) hours. This pass must be kept visible from the outside. Vehicles which do not display a valid pass will be cited. 4.2.1.3 RVs may be kept in The Colony in front of the RV owner's house for the purpose of cleaning, packing, unpacking, or charging the refrigerator/freezer ONLY. RV pop outs should only be open temporarily for cleaning purposes during daylight hours. 4.2.1.4 If an RV cannot be parked in front of the RV owner's house, due to insufficient curb space in front of the RV owner's house (i.e., a cul-de-sac), the owner may, with the permission of an adjoining neighbor, use a portion of the curb space in front of the neighbor's house for the period of time described in 4.2.1.3 or may park on the nearest street to the RV owners residence. 4.2.1.5 RVs may never be parked on any access streets, such as Via Tiama, Calle Alpina, Calle Toga, Via Palmas, Via Andorra, Via Ronda, Via Trabucco, Via Banco, Via Los Ninos, and Via Almonte. 4.2.1.6 When an RV is parked on a street, reflective or lighted cones that are a minimum of 12" in height must be placed where they can be seen by oncoming traffic. 4.2.1.7 When an RV is parked on a street, the RV must be parked at least fifty (50) feet from an intersection. 4.2.1.8 With consent of a neighbor, an RV owner may block the neighbor's driveway while loading, unloading, cleaning, or charging the refrigerator/ freezer of the RV. This is allowed but only for these purposes. The RV cannot be parked overnight if it blocks a neighbor's driveway, even with consent of the neighbor. 4.2.1.9 An RV is allowed to block the RV owner's driveway only in accordance with Section 4.2.1.4. 4.2.1.10 RVs may not be used for extended living quarters while in The Colony. 4.2.2 Guests. Recreational vehicles are prohibited from remaining in The Colony between the hours of 12:00 a.m. (midnight) and 7:00 a.m. The host resident shall be fined if a violation occurs. 15.18 Lattice Work 15.18.1 Lattice Work. Prefabricated lattice may be attached to a wrought iron backyard fence or to the front entry gate for privacy or small animal control, and may be used to screen an exterior air conditioning condenser unit, subject to prior approval from the ACC. The height is limited to the height of the wrought iron fence and if installed on the fence or within six (6) inches of the fence, it must be black in color. If it is installed on the front entry gate, the height is limited to the height of the gate and it must be the color of the gate. If it is installed to screen the outside air conditioning condenser unit, the height is limited to the height of the unit and it must either be the color of the stucco or a white selected from the White Option page. 15.18.2 If the lattice is attached to either the wrought iron backyard fence or to the front entry gate, it must be mounted on the inside of such fence or gate and fastened with "zip ties" or the equivalent that are the color of the fence or gate. In accordance with Civil Code #4360, Rule Making Procedures, these proposed rule revisions are presented for member review.
