4 | OHCC LIVING | FEBRUARY 2023 | Continued from page 3 Golf Course Renovation Report All of the rain we've been receiving in these last few weeks has been extremely welcome. At least we know now that our drains are working very well because we have been able to open the course a few days after the rain. This rain has washed the salts that can accumulate on the surface of the turf down so as not to damage our turf. Rain is the only way this can be done, so it is welcome for several reasons. For every one inch of rain received, we save about $10,000 of fresh water to irrigate our turf. Therefore, we welcome the rain. The netting for the new par four on the front 9, the 8th hole, has been ordered. There will be one that is 20' x 40' and one small one that is 14' x 10'. These nets would have been installed by now, but our maintenance director John Manley quit the company. The nets will be installed soon. We're sure that you have observed that meaningful work towards the completion of our extensive punch list or the lake submittal has not been done for some time. We have been told that Pacific Aquascapes, PAC, the lake contractor, has completed the required reports and engineering studies to submit to the city. However, Candyl Golf has not submitted these reports to the city of Oceanside requesting a permit to excavate the lake. Our Project Manager, VDLA, has been unable to motivate Candyl Golf to finish the punch list and the lake submittal in several meetings, the most recent of which was held on Jan. 11. There has been a good deal of correspondence between the attorneys of both parties. We are working toward a final resolution of these issues which we will report as soon as it occurs. By Don Lopez, Golf Course Renovation Committee Chairman following actions: • Approved the proposal of Hometown Plumbing to remove old equipment and install two new tankless water heaters at a cost not to exceed $14,824.85. The Board met yet again in executive session Monday, January 16th to review contract and legal matters and to review delinquencies and took the following actions: • Approved the minutes of the executive session meetings on Dec. 12, 22 and 28 • Adopted the recommendations of the Citation Review Committee and levied fines of $75 each for failure to stop, unsafe driving and speeding • Reviewed several legal matters • Discussed contract issues relating to lanai construction, community patrol services, village management agreements and Keystone contract personnel • Reviewed three delinquencies and the delinquency management process Thank you for your interest in the affairs of your association! All residents should be aware of Community Patrol Services' "Lift Assist" policy. CPS abides by one of two guiding documents. One of these is CPS' Post Orders that states as follows: "Officers are allowed to assist residents if they can get up on their own power. Officers must not lift residents that are unable to get up on their own power. The resident should call emergency services to assist them in getting up and to check them for injuries. Officer should inform the resident that there are no charges for emergency services to lift a resident. If the resident has fallen and cannot get up, officers should try to make the resident as comfortable as possible and treat for any abrasions or lacerations, and call 911, from the resident's home, to request emergency services." This guidance is for the safety of both residents and the responding CPS officer in order to prevent injury. Additionally, if the resident hits their head, then the procedure is to call 911 in order for EMS to properly evaluate the resident for a more serious injury. If you have any questions, please feel free to contact the Front Gate with specific concerns. Continue to be cautious of wildlife that move throughout the community during the day and evenings. Coyotes and rattlesnakes present the greatest safety concern for residents, staff and guests, as well as for pets. If you do encounter wildlife, please contact the Front Gate for assistance. Depending on the situation, CPS will contact non- emergency agencies for assistance to safely address the issue.
