| SUN LAKES LIFESTYLES | MARCH 2023 | 17 Sun Lakes Country Club has had many new homeowners and/or residents since 2021. I have been told that on average we have over 300 new homeowners or residents each year. With the residential turnover rate in mind, it is time for some refresher information about Sun Lakes Country Club and the role of the Master Architectural Committee. Sun Lakes Country Club encompasses 1000 acres and consists of 3327 residential units, approximately 6,000 residents, and approximately 5,000 automobiles. In order to serve, provide for, and accommodate this number of homes, people, and automobiles, CC&Rs and Rules and Regulations were established to ensure an orderly and pleasant community, a high standard of living, and a means to protect, preserve, and enhance property values. (Article I). The Board of Directors for the Master Association and the Sub Associations are empowered by their respective governing documents to enforce these established CC&Rs and Rules and Regulations. (Article I of CC&Rs). The primary purpose of the Master Architectural Committee (MAC) is to administer the Architectural Guidelines, to protect, preserve, and maintain the aesthetics and property values of residences at this association. (Article XI-Architectural Standards and Guidelines). The MAC is to review each proposed improvement to insure the proposed improvement will not be detrimental to the appearance of the development and will be in harmony with surrounding structures and complies with the Architectural Standards. (Article III-Review Criteria). The MAC does not review internal improvements, however, some internal improvements may require building permits from the city of Banning. Our CC&Rs and Rules and Regulations state: "No external improvement of any kind shall be built, constructed, erected, installed, modified, altered, or planted by any homeowner or resident on any lot within Sun Lakes Country Club until the plans and specifications have been submitted to and approved, in writing, by the Master Architectural Committee." (Article XI Sec. 2.1). "The term improvement includes, but may not be limited to, any structure and any appurtenance thereto, including a building, walkway, irrigation system, garage, gazebo, storage shed, controlled access facility, recreational facility, road, driveway, parking area, fence, wall, awning, retractable shades, stairs, deck, landscaping and planting, hardscape, softscape, planter, doghouse, dog run, gutter, downspout, lighting, antennae, windbreak, the exterior surface of any visible structure, and the paint on such surface, pole, sign, exterior air conditioning, water -softener fixture or equipment, permanent or built-in barbecue, patio cover, arch, swimming pool, spa, fountain, exterior ornament, lawn ornament, statute, screen doors, window bars, water feature, pond, and solar energy system as well as any changes, alterations or other modifications to the exterior of any existing improvements, any variance, and any similar structure or feature discussed in these Architectural Standards…" (ArticleXI section 2.2) In short, an improvement is anything done to the exterior of the house or yard. The only exception to this rule is the replacement of annual flowers or plants or grass. The replacement of these items does not require prior approval by the MAC. Any owner who makes unapproved external changes will be liable for the cost of removal and/or restoring the unapproved changes to their original condition. (Article I). So if you plan on any external changes or improvements to your home or yard, please submit an application for review and approval by the MAC.
