process. The resolution shall be distributed to the Owners with the notice of the assessment. • Master Association. Master Association means Solera Diamond Valley Community Association. • Membership. Membership means the voting and other rights, privileges, and duties established in the Governing Documents for members of the Master Association. Process Identification of future Capital Improvements: The first step in the identification of future capital improvements is the submission of a Request for Capital Improvement to the General Manager. Requests for Capital Improvements can be submitted by any of the following: • The General Manager • The Communications Committee, Design Review Committee, Emergency Preparedness Advisory Committee, Financial Advisory Committee and Recreation Advisory Committee • Chartered Clubs • Other groups or members of the Solera Diamond Valley Community Association (SDVCA) Requestors should use the form "Solera Diamond Valley Community Association-Request for Board Consideration." When completed the request should be submitted to the SDVCA General Manager (GM) for review. The GM may request additional information from the requestor before proceeding. If the GM finds the request is fully complete, it will be submitted to the Board of Directors (BOD) for consideration. To be sure a request receives the consideration it should, please consider the following: • Make sure the description of what is being requested is clear and includes the purpose and benefits to the membership. • When projecting cost estimates, be sure to give enough detail to be understood, consider any installation and maintenance costs. Be sure to include all costs associated with the request. All completed requests should be submitted to the GM by the February 1 of each calendar year for consideration by the BOD. This will allow time to include any approved requests in the budgeting process for the next Fiscal Year. Evaluation of future Capital Improvements The BOD may determine one of the following: • That the request should be considered for inclusion in the next Fiscal Year budget • That the request is not an appropriate improvement to be funded by the Master Association • That the request should be forwarded to the Finance Advisory Committee (FAC), other appropriate Committee(s) or the GM for further review. Requests sent to the FAC will generally be to confirm costs; evaluate feasibility and reasonability of the request. The FAC may also look at other alternatives which may be less costly and which will satisfy the requestor. After this further review, the BOD may determine that the request should be considered for inclusion in the next Fiscal Year budget or that the request is not an appropriate improvement to be funded by the Master Association. Funding of future Capital Improvements The BOD may include in the annual operating budget an amount not to exceed 0.5% of the annual operating budget for unidentified minor discretionary improvements. The BOD may include in the annual operating budget an amount not to exceed 2.5% of the annual operating budget for the total of all unidentified minor discretionary improvements and substantial discretionary capital improvements. If the total of all unidentified minor discretionary improvements and substantial discretionary capital improvements approved by the BOD for inclusion in the next Fiscal Year budget exceeds 2.5% of the annual operating budget, then the BOD may survey the membership to determine the priority of items to be included in the next Fiscal Year Budget. Lower priority items will automatically be considered for funding in future Fiscal Year budgets. The BOD will be required to obtain approval from the membership if the total annual expenditure of unidentified minor capital improvements and substantial capital improvements exceeds 2.5% of the annual operating budget. 4 SOLERA DIAMOND VALLEY | JUNE 2023 Continued from previous page Community Updates By Tyler Barber, Property Services Manager With the rain becoming less frequent, outdoor projects have progressed. The tennis and pickleball courts were resurfaced and look brand new! The pergolas and wrought iron fences are being repaired and repainted, as needed.
