Architectural Review Committee (ARC) members are frequently asked questions by homeowners who don't want to make a formal application or who don't want to "bother" the management office. While ARC members are willing to answer generic questions, we can't grant a homeowner permission to make any changes or approve any application except during a regularly scheduled meeting. Every application requires approval by a majority vote of the full ARC Committee. Every application is thoroughly reviewed and discussed by the members before a vote. Our meetings are open to all residents and the Committee welcomes all homeowners to attend – even if you don't have an application pending or a question to ask. Here are a few of the questions that have been asked recently: Q. I want to paint my house using the same colors as it currently is. Do I need ARC approval? A. Yes, every exterior paint project requires ARC approval except small touch ups where only a small section of the house is painted. Q. Is ARC approval required to install security or motion lights? A. Yes, any addition of a new fixture requires approval. Motion lights and security lights may only illuminate doorways and must automatically shut off after a short period of time. Motion-detector lights must not illuminate neighbor yards, common areas, or streets. Q. Can I have a free-standing patio cover? A. Yes, however freestanding patio covers must meet Beaumont city building codes and may not exceed 9 feet from the ground to the peak of the patio cover. Q. Can I enclose my patio with walls or screens? A. No, enclosing a patio is not permitted. You may install shades, curtains, or screening that is not permanent and capable of being fully opened. All such material must be opened at night. Q. May I install planter boxes? A. Yes, however any permanent (stone, block, brick, lumber or other) must have adequate drainage. Q. Can I park my boat, golf cart or a car in my back yard? A. Summer is in all its glory and we are all enjoying our beautiful community. Driving through Four Seasons, one can see the beautiful plantings the Landscape Committee has designed and carried out throughout the winter and spring months. One of the most stunning locations is The Courts. When in full bloom, it is absolutely breathtaking. We have worked our way around Four Seasons Circle, replanting while being good stewards of the environment, and have now reached the Breckenridge area heading to The Summit. This particular area was planted by the builder in an attempt to be water wise, however, it is not very esthetically pleasing. We are currently working with Park West and their designer to give this area a new and improved look. Keeping in mind the builder was working in the community for 14 years, and over that time water restrictions changed. This explains the difference in scenery while traveling Four Seasons Circle. With that said, we are working to bring uniformity to this area; a look that will be both beautiful as well as water wise utilizing several different planting methods. In future articles, the Landscape Committee will provide status on what we are working on to keep everyone informed of our progress.
