14 | SUN LAKES LIFESTYLES | SEPTEMBER 2023 | The Golf Advisory Committee is composed of nine members: one representative from each of the four Championship Course clubs (Women's Golf Club, Lady Niners, Men's Golf Club, Couples Club), three Executive Course clubs (Ladies Executive Golf Club, Executive Men's Golf Club, and Saturday Morning Golf Group), and two At-Large members. Club representatives are chosen by their clubs and are granted the authority to make decisions on behalf of their membership. The golf courses at Sun Lakes are an amenity for all homeowners with more than half our homes bordering one of the two courses. Surprisingly, many of our residents are not golfers yet they willingly choose to buy a home in our community. A big reason for this is the open spaces and beauty of the landscaping that comes with a well- manicured golf course. This golf course setting is unique compared to similar communities in the area and is maintained by a monthly HOA assessment that is comparable. The GAC takes seriously our role in golf course maintenance and maintaining the value of these assets benefits all homeowners. It has been shown that a home in a golf community can significantly drop in value following closure of the golf course. Most golf course closures result from poor maintenance and disrepair due to a lack of investment. That is why any resident homeowner, golfer or non-golfer, is eligible to apply and become a member of the GAC. The Master Board encourages any resident homeowner invested in Sun Lakes to serve as an At-Large member. The appointment to the GAC is for two years and there is an opening for the 2024-2025 term. If you are interested in being an At-Large member, please fill out a Volunteer Interest Form and turn it in ASAP. Volunteer Interest Forms are available in the Main Clubhouse Lobby, Administration, or the Sun Lakes website. The GAC will recommend a new At-Large member in October for Master Board approval. Golf Advisory Sun Lakes Committee Reports For any organization, effective procurement practices are crucial to ensure operational efficiency, cost effectiveness, and the delivery of high-quality goods and services. One essential component of a well-structured procurement process for SLCC is the Procurement Advisory Committee (PAC). One of the key components of the PAC is the responsibility and significance of assisting the Master Board (MB) in vendor selection and contract oversight. 1. Reviewing and Recommending RFPs: The primary responsibility of the PAC is to review the Request for Proposals (RFP) prepared by the management company. The PAC conducts a comprehensive analysis of the RFP, focusing on the scope of work (SOW) outlined in the document. The emphasis on oversight ensures that the RFP includes all necessary details and requirements to attract competent vendors. Based on their review, the PAC provides a recommendation report to both the MB and the management company. This report is a critical step in the procurement process, as it serves as a guiding document for vendor selection. 2. Evaluating Vendor Proposals: After the MB's approval and the release of the RFP, the PAC moves on to the next crucial phase: evaluating the proposals received from potential vendors. This stage involves a detailed review and comparison of all submitted proposals. The PAC assesses the responsiveness of each proposal to the RFPs terms and conditions, ensuring that all requirements are sufficiently addressed. Moreover, it evaluates the experience and references provided by the vendors. A comprehensive cost comparison is also performed to determine the best value for SLCC. As a result of this in- depth evaluation, the PAC presents a recommendation report, which outlines the reasoning behind the selection of the preferred vendor and justifies the choice based on the evaluation criteria. 3. Ensuring Contract Compliance: The final critical role of the PAC involves the review of the contract before it is finalized. This step ensures that the SOW agreed upon in the RFP and vendor proposal is accurately reflected in the contract. Additionally, the management company's verification of the vendor's proper licensing, good corporate standing, and adequate insurance coverage is carefully examined by the PAC. This thorough contract review process ensures that SLCC is protected from potential legal or financial risks and guarantees that all parties involved are committed to fulfilling their obligations. The PAC plays a pivotal role in facilitation of an effective and transparent procurement process for the MB and Sun Lakes as a whole. Through their oversight of RFPs, evaluation of vendor proposals and contract compliance, the PAC ensures SLCC engages with competent vendors and secures agreements that align with SLCC goals.
