Board of Directors Meeting Highlights 8/17/2023 Highlights as presented are a condensed preliminary dra until, aer review and approval by the Board at the next meeting, the minutes become official. Changes may occur. A complete copy is available in the HOA Office. Annual Election Ballots: Membership should have received their ballots in the mail by now. Ballots must be sent directly to the Inspectors of Election in Carlsbad, CA by Sept. 20, no later than 5 pm. Golf Course Update: Asset Management filed a petition to the Supreme Court requesting Judge Asberry's rulings be voided. e Supreme Court only accepts 1% of petitions. Golf course foreclosure can move forward if judge does not issue a stay. If judge allows a stay, Association will request a $4M bond to keep the stay alive. Disc Golf: Meeting with golf course tomorrow to review the proposed agreement for Disc Golf. Golf Cart Rule Town Hall Meeting: On Aug. 22 at 1 pm, the Board will host a Town Hall meeting to discuss the pros and cons of allowing a golf cart to remain overnight on a resident's driveway. Item will also be on Annual Election ballot for a membership vote. Approval of May 2023 Treasurer's Report: Approved. Total Operating and Reserve Liabilities and Equity: $5,758,000. Approval of June 2023 Treasurer's Report: Approved. Total Operating and Reserve Liabilities and Equity: $5,668,000. August 2023 Golf Couse Subsidy Request: Approved the amount of $49,323. Area Walk Plantings, Areas 1–14: Approved Environmental Concepts Landscape Maintenance proposals for Areas 1–14 to install new plantings. Active Shooter Training: Approved the Murrieta Police Department to give a presentation on Active Shooter Training in the Auditorium. Resignation of Susan Turner, Landscape Advisory Committee: Accepted. Slope Tree Stump Removal: Approved removal of slope tree stumps along Colony Drive from Via Isabella to Calle Alpina per ECLM proposal for a total cost of $672. Jackson Gate Agave Plant Replacement: Approved removal of Agave at Main Gate entrance with replacement of 11 15- gallon Agave Vilmoriniana per ECLM proposal in the amount of $1,485. Turf Restoration Solutions, Landscape Advisory Committee: Presented committee's solutions regarding rabbit control, front lawn repair, re-seeding, re-sodding and RCWD greenbelt turf. Ruled to hold Town Hall meeting regarding mitigation of rabbits. Re-seeding of front lawns tabled until aer the meeting. Proposed Estate Sales Rule, 28-Day Member Comment: Approved proposed rule for 28-Day Member Comment recommended by Rules and Regulations Committee. A final ruling will be made in November. Addition to 17.2 Color Scheme Selection Rule, 28-Day Member Comment: Approved addition to Article 17 – Painting Procedures, 17.2 Color Scheme Selection for 28-Day Member Comment recommended by Architectural Control Committee. Members can reference the proposed rule amendments on pages 12-13 of e Colony News. 2023 Asphalt Rehabilitation Project: Approved project to be performed by JB Bostick at a cost of $274,791 plus a $10,000 contingency. Total cost not to exceed $284,791. Blackout Blinds for the Auditorium High Bay Windows: Approved Bob's Canvas proposal to install 8 motorized blackout blinds for Auditorium windows. Total cost: $23,922.75. Approval of FYE April 30, 2023, and 2022 Audit and Tax Preparation: Approved proposal as prepared by Newman CPA's. Audit will be mailed to the homeowners. Fitness Center: Homeowner Cecilia Gordon is willing to train residents on new fitness equipment. Sign-up sheet will be placed in fitness room. Approved installation of mirrors in fitness center. Car Covers: Subject of unsightly car covers in the community mentioned. Tabled discussion until upcoming Town Hall meeting. Unaccompanied Guests at the Pool, Clubhouse, Sports Courts and Gym: Residents encouraged to inform their guests that they must be with a homeowner/resident to use our amenities, with the exception of fitness room, which is for residents only. Pickleball Backboard Practice Board Installation: Approved committee request to install Pickleball Backboard Practice Board near BBQ and golf course area. Sports Court Rule Revision: Pickleball Backboard Practice Board, 28-Day Member Comment: Approved the proposed 3.5 Pickle Ball Backboard Rule and amending Section 3.2 Tennis by removing a section from 3.2.2: …Monday and Wednesday mornings are reserved for women's scheduled play. Tuesday and ursday mornings are reserved for men's scheduled play. Approved for 28-Day Member Comment as recommended by the Fitness and Recreation Advisory Committee. Project Research Request, Swim Lane Divider: Approved committee request to research pool lane dividers and other products to increase resident use of the pool. Use of Auditorium by Registrar of Voters for March 5, 2024, Presidential Primary: Approved use of Auditorium from March 2 to March 5, 2024, for Presidential Primary election.
