Regardless of the factors inuencing climate change, it is not consistently too wet or too dry or too hot or too cold. Rather, our weather is more prone to extreme changes in all directions, as we have seen in recent years. We have the driest wet season on record and then get warned of atmospheric rivers and oods. e other contrast for OHCC is that we really need the rain, but we would rather it not fall and slow down any of our construction or landscaping projects. Since this is something of a win-lose scenario, I have decided to just be content that the sunlight is increasing every day. By the time the April issue of OHCC Living is published, the days will again be longer than the nights. And on the second Sunday in March, Daylight Saving Time will be back! e appearance of the beautiful green box in the parking lot (next to our favorite monument, the pile of white pipe) is actually good news. It means we are only a short time away from relocating them to their nal resting place and clearing out the Clubhouse lot for the rst time in over three years. (Estimating conservatively, there are 500 current residents who have never seen those parking spaces with cars in them!) We have a construction schedule of approximately three months which we hope has begun by the time you receive this issue of OHCC Living. e Board has accepted the proposal of Ground Force Crew to serve as General Contractor for the project. We are expecting our permit on Valentine's Day, but I must say that we have been stood up on this date several times before. If there is no activity on the site as you read this, chances are we have been dealt another surprise. If you have seen bulldozers and dump trucks, that is a good sign. Both turf removal projects are underway. e common area in the Village of Majorca is under construction by O'Connell, and the area o the end of the golf course (near the 4th green) is being readied to accept ll removed from the lake. Rough grading of the lake area, which includes the removal of the excess earth, will be one of the earliest phases of the lake installation. We are still working against the clock to nish the landscaping near the back gate by early April; we have a little more breathing room with the Majorca parcel. O'Connell has been working on our annual fuel abatement cleanup of brush and other burnable plant material. is usually takes place during January and February since they are typically our wettest months, and it leaves us better prepared for the summer and fall re season. However, as we are painfully aware, the re season decided to torch California in January this year. Accordingly, we are negotiating a modication of our contract with O'Connell to mitigate high-risk areas continuously throughout the year to reduce the risk of supporting any wildre incidents. We have also reviewed our protocol of turning on the irrigating system on any perimeter where there is an active re threat. All residents are reminded to review their homes and property for re prevention and emergency readiness. ere are ample guides available on the internet and from SERT to assist you. Of particular concern are stairwells, second story bedrooms, re suppression tools (re blankets, re extinguishers), properly tested smoke alarms and ammable materials adjacent to your home like plant material or storage containers. Also, a wooden patio cover, especially if it is old and weathered, can be considered like kindling waiting to ignite your home. e Board created an ad hoc committee to advise it regarding electronic infrastructure in the community, specically proposals to install ber-optic cabling which can provide ber directly to the home (FTTH). We are fortunate to have such a group of knowledgeable and experienced people in our midst to assist us. ey have done eld visits to see the nature of the ongoing work in Oceanside and have taken a close look at the unique physical challenges of our streets, curbs and utilities and alternatives for installation. ey will be reporting their ndings to the Board as they develop and will make recommendations when they deem that they have suciently explored the issues. (As I wrote this, I was interrupted by incessant barking from Smidgen, my nine-pound Yorkshire Terrier. I went outside expecting to nd a bird that refused to budge from its out-of- reach perch only to see Smidgen squaring o against a full-grown coyote. Fortunately, the coyote was on the other side of our glass wall and casually looking the other way to show its contempt for our feisty little dog. When it caught sight of me, it took o into the landscaping and disappeared. Coyote sightings are a daily event here. As one of our Community Patrol ocers told me bluntly when I rst moved here, it's their home, too. Just as with bobcats, hawks, owls, snakes, rabbits, skunks and the occasional mountain lion, we need to remember that we share this space with many other creatures and take appropriate precautions.) We recently hosted our new City Councilman for the ird District, Jimmy Figueroa. He toured our facilities and we addressed the various issues which currently involve the City of Oceanside. Among those are the well and lake project, the casa patio cover, the landscaping in the Cannon Road median, the reluctance of animal control to assist us with problems and the City's interest in the vacant lot across Shadowridge Drive from the back gate. We will be keeping Councilman Figueroa up to date on happenings here. When the lanai structure was conceived, it was the intent to have a venue that could be used at least nine months out of the year. As we have learned this winter, it remains in demand continuously.
