Do the Right ing, Make it Easy for Everyone, and Avoid Enforcement ere are two very signicant and dierent features of the Architectural Standards and Regulations (ASR) approved, implemented and enforced by our Homeowners Association Board of Directors (BOD) through First Service Residential (FSR), our Management Company, and the BOD' Architectural Review Committee (ARC). is article explains and contrasts enforcement and approval of homeowners' alterations. Our General Manager, Jon Payne, CMCA, and Management Sta, Administrative Assistant Maria Donti, employed by FSR, are responsible for enforcement of the architectural standards. e ARC is responsible for approving applications for homeowners' alterations. e ARC is one of nine Committees that serve under the discretion of the BOD. It consists of ve Homeowner Members and two BOD Liaison Members. Management is responsible for periodically inspecting our homes to see if they are in disrepair. Determining the condition of the paint on your home and landscaping are priorities. If necessary, Management Sta will send you a letter indicating what should be done, sometimes requiring an application to the ARC. If the matter is not addressed in the timeline required, the issue may be reviewed by the BOD and enforced. Any alteration to a home viewable from a public area should only be made if an application describing the alteration is submitted to and approved by the ARC. e application is submitted to Management Sta, considered, and approved or disapproved by the Homeowner Members of the ARC, not the BOD Liaison Members, not the Management Sta. e BOD will only enforce a homeowner's refusal to comply with the terms of approval. Homeowners may ask Management Sta for assistance with their architectural application. Management Sta will discuss and share ideas about the homeowner's alteration and point out the extent to which it does or does not follow the ASR; the homeowner decides what to submit. e BOD and ARC members do not assist homeowners in planning an alteration or applying. In an ARC meeting, Management Sta will answer questions regarding the plans BUT DOES NOT VOTE on an application. e ARC Members' job is to determine if the submitted application complies with the Standards. Members may discuss recommendations during consideration of an application which will be communicated to the homeowner. e ARC is not responsible for enforcing its decisions; the Management sta and BOD are. e BOD, Management Sta and the ARC want to do everything possible for you to make it easy to comply with the Architectural Standards and Regulations, to keep the exteriors of your homes well maintained and alterations approved. Enforcement actions involve extra paperwork, meetings, curtailing access to amenities and privileges, or levying nes, which harms homeowners and wastes time. ese are the very last things the BOD wants to do, so please be sure to get your alteration projects approved and follow through with all conditions of approval. | Four Seasons Hemet Herald | JUNE 2025 | 7 Architectural Review
