FOUR SEASONS BREEZE | FEBRUARY 2026 27 The Architectural Review Committee is vested with the responsibility to review and approve or disapprove all exterior work to an owner's property. The ARC seeks to preserve and improve the appearance of the community and to ensure continuity in design and does not seek to restrict individual creativity or personal preference. The guidance for achieving these goals and mandates is provided by multiple legal documents. These include the CC&Rs of the Four Seasons Beaumont HOA, federal, state, and city codes, the Beaumont City Specific Plan for Four Seasons Beaumont, the Four Seasons at Beaumont Community Association Architectural Guidelines and Standards, and the Davis-Sterling Act (which regulates HOAs). Our community must comply with various laws and regulations. While we are not allowed to ignore these requirements or grant approvals that do not meet the requirements, ARC can apply more restrictive conditions to meet our specific needs. However, we cannot have rules that do not meet these minimum requirements. For example, federal law requires that satellite dishes must be allowed in all HOA communities; however, each community may specify where the dish can be placed. In our community, we require it to be behind the front gate. An example of a Beaumont City Four Seasons Specific Plan requirement is that the color of the exterior of homes and other buildings in Four Seasons should harmonize with and compliment the natural colors of the area. K. Hovnanian employed consultants to determine what colors would meet this requirement and work well within our community. Our color palette allows homeowners to choose from various colors and combinations, allowing over 800,000 possibilities. (Yes, 800,000 is correct.) These documents contain hundreds of pages of rules and regulations. The ARC Committee members work diligently to stay current on all changes to the many guidelines. While most of the guidelines contained in the Architectural Guidelines and Standards have been in place since the beginning of our community, a few have changed and others may change over time. See guidelines at fourseasonsbeaumont.gov. These rules and regulations are clear and easy to understand. In addition, all homeowners are welcome to attend all ARC meetings and watch the process used to review applications. Homeowners can ask questions about planned or desired changes to their home and yard. ARC is also available to provide suggestions and options that may be used if your request does not meet current guidelines.
