10 FOUR SEASONS BREEZE | APRIL 2026 Since moving into the Four Seasons community my wife and I have enjoyed many of the activities that are available in the community. We especially enjoy the friendly neighbors and the great environment that exists here. I feel that my broad background of managing the NASA Armstrong Flight Research Center organizations and multiple facilities has given me the experience and abilities to help keep the Four Seasons community thriving for decades to come. I've managed budgets of 250 million dollars, Engineering departments, Safety and Environmental programs. I was successful in reducing the risk of project over runs, reducing occupational injury rates and reducing utility costs. I also reduced the number facilities while improving the available capabilities and the user experience. In this community, I am currently a member of the Planning, Safety and Finance committees. I see similar opportunities to keep the Four Seasons community a vibrant and affordable place to live by keeping community members involved in the decisions of the Board of Directors. There are many factors that go into determining the yearly HOA assessment but we need to control costs while improving the resident's experience wherever we can. My experience has shown that it takes planning and continual improvement in our abilities. I appreciate the hard work of all the current Board of Directors, committee members and staff that make this community so wonderful. I'm asking you to allow me to help the Four Seasons community by voting for me (Vince Chacon) for the Board of Directors. Have Fun and spend Wisely. It is an honor to serve on the Board of Directors (BOD); a responsibility I take seriously to be entrusted with the care of our community. Over the course of my last three terms, I worked diligently to earn your trust, and I would like to share some of my accomplishments with you. This past year I have been the liaison to the Finance Committee and a member of the Budget Committee. We were able to project the needs of our community and accurately forecast what it would take to balance the almost $5.7 million budget. I have also worked and participated in managing our investments and our reserves to keep the community well-funded and our reserves at a comfortable level, this year we are at 93%. In addition to the Finance Committee, I am liaison to the Landscape Committee, Facilities Committee, Wildfire Mitigation Committee, and Communications Committee. I work with each committee to ensure our landscape is beautiful, our facilities are maintained, and plan for wildfire mitigation based on state regulations along with contributing articles in the Breeze magazine. I am a member of the Contracts Committee and have worked Request for Proposals (RFP's) to ensure our vendors are a good fit for our community and we are receiving the best possible pricing for the work performed. I have attended vendor expos and met with potential new vendors to keep our community staffed with the best vendors and best pricing. I am the liaison to the Conservancy Committee and am currently working with the Inland Empire Resource Conservation District (IERCD) and the builder regarding any issues in the Conservancy Area. I meet monthly with the Beaumont City Manager, along with our Board President and our FSR Management Team, to ensure our community is represented and our needs are addressed. I regularly review the Beaumont City Council and Planning Commission's agenda and have spoken during homeowner input with respect to issues pertinent to our community. Once a week, the BOD President and I meet with our FirstService Residential management team to review and discuss matters brought to our attention, as well as the status of current projects and next steps to keep them moving forward making sure nothing falls through the cracks.. I participated in multiple settlement conferences with our legal team regarding the construction defect lawsuit against the builder. We were successful in winning a significant settlement that helped us this past year to repair our street defects allowing our reserves to remain in tack for future street repair needs. I have attended legal symposiums that have provided information on civil code and changing laws pertaining to HOAs and how to keep the BOD in compliance along with BOD bootcamps provided by our legal team. I am part of a team of local 55+ communities that meet monthly to discuss issues facing our demographic, navigating changes to civil code, and current challenges in each community. It has been an honor and a privilege to serve as your Vice President of the Board of Directors the past six years. I believe there is so much more I can contribute and if re-elected, I look forward to two more years serving our community.
