FOUR SEASONS TERRA LAGO ROADRUNNER | JULY 2026 5 Recently the Four Seasons Terra Lago (FSTL) HOA Board of Directors approved a recommendation from the Finance Committee to shift our Imperial Irrigation District (IID) billing structure to Time of Use (TOU) billing. This change could likely reduce our electrical costs for the HOA by over 20 percent monthly. This program is open to both residential and commercial customers and is simple for customers to convert to and has the potential for great cost savings to you. The FSTL HOA has 24 electric meters servicing all of the common areas within our community. Each of those electric meters measure usage for a specific area of our common areas including gatehouse, sports courts, TLP lighting and landscape, ponds and lodge (pumps, air conditioning, lighting etc.). Overall, our 2026 budget for electric usage is approximately $145k, or roughly $12k per month on average. Reduction of these costs through TOU billing by even 20 percent could result in just under $30k per year in savings. In 2025 IID offered this program for its customers to have a choice in the energy rates they are charged. The Time of Use electrical rate is a way to provide lower rates for usage in "off-peak" hours and charged a substantially higher rate for "peak" hours. Customers electing to stay with traditional billing will be charged a flat, and slightly higher rate at all times during the day. The flyer below shows charges and times of day and year the rates will be affected. For homeowners in our community served by IID, you can easily check what your potential monthly savings would be by reviewing your IID monthly bill. Homeowners with solar panels will not see the amount of savings other homeowners will see, and may not benefit from TOU billing. To determine your savings, the image below shows where you can find the savings potential on your monthly bill. You should look at each bill you've received for the last year to determine what the total savings for your household would be and whether it would be beneficial for you to switch to the TOU billing rate. The savings shown on your bill reflects what you would have saved for the month with NO changes to your daily routine. The real benefit of TOU is gained when you shift non-essential energy usage activities to off-peak hours (laundry, AC usage, cooking earlier, etc.).
