FOUR SEASONS TERRA LAGO ROADRUNNER | SEPTEMBER 2026 3 By Lynne Cesario, General Manager Before I get into tackling this question, I thought it was important to inform residents that currently the Board of Directors is reviewing the Association's Rules and Regulations to make sure they are current and continue to meet the needs of the community. Once the Board approves the proposed changes in open session, they will be shared with homeowners for the required 28-day comment period. This gives residents an opportunity to review the proposed updates and provide feedback. After the comment period ends, the Board will carefully review the comments received, make any appropriate changes, and then decide whether to adopt the updated rules. Back to the question "why are there so many rules?" This is a question we hear a lot. Let's be honest when most people hear the word "rules," it doesn't always bring a smile to their face. But the truth is, rules are an important part of what helps make a community such a wonderful place to call home. A successful community depends on clear expectations and cooperation from everyone. HOA rules help keep the neighborhood attractive, safe, and enjoyable for all residents. They help protect amenities, maintain common areas, and preserve property values throughout the community. A good example is the community pools. Imagine if there were no guidelines for pool use, no posted hours, no guest limits, no safety expectations, and no shared responsibility for keeping the area clean. It would quickly become challenging for everyone to enjoy this popular amenity. Pool rules are not intended to take away from the experience; they are designed to ensure the pools remain safe, clean, and enjoyable for all residents and their guests. The good news is that most residents do a great job following the community rules, and that cooperation plays a big role in keeping the community a desirable place to live. Of course, there are times when a rule may be overlooked or not followed. When that happens, the Association follows the Enforcement Policy adopted by the Board. The purpose of this process is not to create conf lict or punish residents. Instead, it provides communication, an opportunity to correct the issue, and a fair process for everyone involved. If necessary, homeowners are given the opportunity to be heard by the Board before further action is considered. At the end of the day, HOA rules are about respect for neighbors and the community. When residents follow the established guidelines, it helps maintain a community that is enjoyable, welcoming, and something homeowners can be proud to call home.
