Message from the Board of Directors 2 | Four Seasons Hemet Herald | October 2026 | Sincerely, and on behalf of your Board of Directors, Cliff Post, Mary Reyna, Dan Ramos, Barbra Balser, Paul Barr, and Pam Hayter Cliff Post, President Investing in Our Community's Future Your Board of Directors is currently heavily involved in planning the Budget for 2027. Budgeting our community's financial health is a responsibility that we take very, very serious. As you know, we have two major funds. One is Operating Expenditures which pays the recurring bills like utilities and contracts. Operating Exp. goes up every year. In the past seven years in has had an average increase of 3.5%. The other is Reserves that pays for the repair or replacement of already owned items like air conditioners at the Lodge. In the past seven years in has had an average increase of 1.5%. There is an important reason our HOA needs to periodically review dues and increase the money going into our Reserve Funds. We are planning for the future of our community. Our HOA is responsible for maintaining and eventually replacing many of the things we enjoy every day — Lodge area roofs, roads, landscaping, pools, clubhouses, lighting, equipment, and other community assets. These items don't last forever. Eventually, even the best-maintained property needs repairs or replacement. This is where reserves come in. A healthy reserve fund allows the HOA to prepare for these major expenses gradually rather than waiting until something fails and then asking homeowners for a large special assessment. None of us wants to receive a letter announcing, "Congratulations! The Lodge roof needs replacing, and your share is due next Tuesday." Increasing HOA dues isn't simply about spending more money today. It is about protecting our investment tomorrow. Putting adequate funds into reserves helps reduce the possibility of sudden financial surprises and gives the community greater financial stability. For those of us in a 55+ community, planning ahead is especially important. Many residents have carefully planned their retirement budgets, and unexpected large assessments can be difficult to absorb. A well-funded reserve is one way our HOA can be a responsible steward of both our community and our homeowners' financial interests. Think of reserves like a savings account for the neighborhood. We may not notice it every day, but when that big expense eventually arrives, we'll be glad we prepared for it. I wish us all a happy, safe October. Supervisor's Message By Supervisor Yxstian Gutierrez One of my major goals as your county supervisor is to have a healthier district 5! To achieve this goal, my office has partnered with Bienestar is Wellbeing to bring two-day health clinics to district 5. My office provided a total of $96,000 in Unincorporated Communities Initiative funds to hold a two-day free health clinic in Moreno Valley, Apr. 25-26, and one in Banning, Aug. 8-9, serving hundreds of residents. In addition, we're planning another health clinic in San Jacinto on Dec. 5 & 6. Please save the date and stay tuned for more information. Residents can receive dental services, such as X-rays, fillings, cleanings and non-surgical extractions; vision services, including full eye exams, glaucoma screenings, and free prescription glasses; and general medical services, including screenings for diabetes, hypertension, and cholesterol.
