Chef 's Corner By Randy Balt Smoky Lemon Glazed Salmon I try to cook most of my fish on the BBQ, so this recipe leans that direction. Crisp and glazed on the outside, this salmon cooks up tender and moist inside. The citrusy-sweet glaze with a smoky note adds a flavorful finish. Ingredients PointsPlus™ Value: 6 • Servings: 4 • Prep Time: 10 min. Cook Time: 10 min. • Total Time: 15 min. • Level of Difficulty: Easy Directions 1. Combine first 4 ingredients in a large heavy-duty zip-top plastic bag. Add fish to bag; seal. Refrigerate 10 minutes, turning bag once. 2 Tbsp. frozen lemonade concentrate, thawed 2. Preheat BBQ on high; 1 Tbsp. water 3. Remove fish from bag, reserving marinade. Place marinade in a microwave-safe 1 Tbsp. honey bowl; microwave at high for 40 seconds or until bubbly. 1 tsp. smoked paprika 4. Sprinkle fish with salt and pepper. Reduce heat to low. (Lessens chance of 4 (6 oz.) salmon fillets burning.) Place fish on BBQ; cook three minutes. Turn fish over; brush marinade ¼ tsp. salt evenly over fish. Cook five minutes or until desired degree of doneness. ¼ tsp. freshly ground black pepper 5. Serve with lemon wedges, if desired. Lemon wedges Homeowner Association Dues to Increase for Some At its October meeting, the HOA Board accepted two recommendations from the Finance Committee which will raise the monthly dues for some members of the Association. Those affected are residents living in Springdale homes and those whose front yards are maintained by the association. Other members' dues will remain at $215 a month. Board Vice President Loren DuChesne said the decision was made only after careful studies of the reserve funds needed to adequately maintain the Springdale homes and the on-going costs of maintaining the front yards. The increases are "the least painful of the options reviewed," he said. Under rules of the California Department of Real Estate separate budgets were established by the builder for the front yards and the Springdales. That is because the association is responsible the front yard maintenance on 556 homes and insurance on, and maintenance of, the exteriors of the Springdales – their roofs, stucco and the like. Other homeowners independently pay for their own insurance and yard maintenance and do not benefit from the front yard or Springdale funds. A reserve study revealed that the funds set aside for the Springdales were inadequate for future needs, leading to that increase. Both the study and the accumulation of adequate funds are required by law – the Board had little choice in the matter. The increases will vary with the size of the Springdale home, because larger homes require more maintenance. A Springdale One home will see an increase of $9.57 a month, for a total of $78.13; Springdale Two, $10.95, to $84.97; Springdale Three, $13.37, to $96.97. In the case of the front yards, the cost of maintenance is more than the present assessment of $44 a month. To cover the shortfall, money was borrowed from the front yard reserve funds with some $8,000 still owed on the loan. As a result, the Board decided to have a one-time, special assessment of $25 on each home to pay off the loan, and an increase of $8 a month to prevent borrowing again. As with the Springdale increases, the periodic reviews of the budget and the accumulation of adequate reserves are required. "We could be liable and exposed if we didn't act," said DuChesne. Board President Jacque Sneddon agreed that the Board regretted having to impose the increases, but that they were required. "It's the fiduciary responsibility of the Board to act in a financially responsible way," she said. HOA Treasurer Wayne Staples said dues have been steady for a long time. "It's unfortunate," he said, "but, as treasurer… I would be neglecting my position if I did not agree with these increases." The special assessment will be levied this December and the dues increases will begin in January. The Finance Committee will hold a Town Hall meeting at 6 pm on Nov. 4, to explain the increases.
