| Four Seasons Hemet Herald | September 2014 | 6 At the request of the President of the Board of Directors a meeting was convened in August to discuss the impact of AB2100 on our Community. This meeting was attended by several board members, the chairs of the Landscape, Architectural Review and Facilities Committees as well as members of our Euclid Management Team. In addition to my message, each of the above committees and the Board of Directors has devoted all or part of their articles this month to the drought. What is AB2100? It is a bill signed into law by Governor Brown on July 21. It negates a Homeowners Association's ability to restrict the installation of drought tolerant (water saving) plants and landscaping (civil code Section 4735), it immediately prohibits the imposition of fines or assessments against homeowners who have opted to stop watering their lawns during the time the Drought Emergency is in force. This bill has no effect on a homeowner's responsibility to maintain their yards (other than watering) in the way and manner prescribed in our association's CC&Rs. The following are things you can do to reduce water usage and still keep your grass alive and at least somewhat green: • Allow your grass to grow taller, (2 ½ to 3 ½ inches tall) • Visually check your sprinkler system, station by station. If you see runoff, reduce the watering time on that station, or run it every other day, etc. • Do not water during the day! Operate your sprinkler system during the hours of 10 pm and 6 am. The soil will soak in more water during those times. There are many more tips, but these should help for now. Take heed of the Water District's advice enclosed in your monthly water bills and start watering your yards wisely. Your community's appearance will remain neat and attractive and not become an eyesore through this drought emergency. Keep this in mind; if and when the drought emergency condition is lifted, you will be required to regenerate the dead areas or find yourself in non-compliance with our CC&Rs and possibly subject to the hearing and fine process. There is no reason to find yourself in this position. Lastly, we are also working very closely with our landscape contractors to find effective ways to reduce water consumption in the common areas. This process will be ongoing and with the assistance of our contractor and the landscape committee, we are very confident that water usage in our common area landscaping can be reduced with positive results.
