6 | sun lakes lIfestyles | sePteMBeR 2014 | CoMMunIty news PROPOSED RULE CHANGE NOTIFICATION 14-012 The Board reviewed the following proposed amendment, to the Sun Lakes Country Club Homeowners Association General Statement of Rules and Regulations (revised May 2014 edition), that appear on the Association's website (sunlakescc.com) and are available in the administration office (please reference Article XI – Architectural Standards/Article VII – Specific Architec- tural Standards / Section 7.20 –Landscape) July 17, open session meeting. The Board will vote upon the proposed amendment at its Oct. 16, Open Session Meeting, following publication. If the Board votes in favor of the proposed rule change it would go into effect Oct. 31. It is being proposed that the bold, italic and underlined print below be added to the Ar- chitectural Standards, which are a part of the Association's Rules and Regulations. This will provide members with procedures to follow when applying for artificial turf. o. Artificial Turf (1) Procedure for Applying for Approval Homeowner application for approval of artificial turf installation must include the following and will not be considered a complete application until the Master Architectural Committee determines that these requirements have been met: (a) Complete contract between homeowner and installer including complete specifications of turf con- struction including all materials turf and in-fill is made of, seaming pro- cess, base preparation, slope/contour, drainage system, irrigation system, tree and plant types and placement. (b) Statement of the contractor as to Association of Synthetic Grass Install- ers (ADGi) Certification and licensing to do business in California. (c) Statement signed by the contrac- tor that the proposal meets the re- quirements of these standards. (d) A 12" X 12" sample of the turf pro- posed to be installed, including any proposed in-fill material(s). (e) Fully dimensioned site/plot plan showing all artificial turf, hardscape, other softscape and drainage system details. (f ) Detailed description of the 36" (minimum) buffer zones between neighboring properties. (g) List of any and all artificial turf/ synthetic grass installations by con- tracted installer in Banning and Beaumont. (h) A non-binding statement of how and by whom the homeowner plans to have the artificial turf installation maintained on a routine, periodic ba- sis. (i) Signatures of the legal homeown- ers on the application form. (2) After Master Architectural Commit- tee Approval and Prior to Construction Start Homeowners must pay a special instal- lation inspection fee in an amount de- termined from time to time by the Mas- ter Board of Directors. This fee is to pay for the cost of the special inspections as described in section (4) below. (3) Specifications: (a) The Master Architectural Com- mittee, not the homeowner or the con- tractor, will determine if these specifi- cations are being met by the terms of the application. (b) Product improvements occur over time; the Master Architectural Com- mittee will remain open to reviewing new products and solutions as they become available and may modify, from time to time, these standards. (c) Turf: i. Shall be designed to approximate the appearance of tall fescue, the predominant natural turf in Sun Lakes. ii. Blade material shall be predom- inately polyethylene (sometimes re- ferred to as polyolefin). iii. Shall have a minimum face weight of 42 oz. per square yard or unfilled artificial turf. iv. Shall have no less than ¾" of in- fill regardless of manufacturer spec- ifications. v. In-fill materials shall be of the sil- ica sand variety. vi. Shall be certified lead free. vii. Shall be 100% UV protected. viii. Shall be fire retardant. ix. Blades shall have a minimum of three colors and an average pile height of 1.75". x. Shall have a warranty that pro- tects against color fading and a de- crease in pile height. xi. Shall have a minimum warranty of eight (8) years. (d) Soil Stabilizing Fabric: i. Shall be no-woven and completely permeable so that drainage is uni- form and complete. ii. Must not absorb water. (e) Compaction Aggregate: i. Shall be ¼" –minus road base. De- composed granite is unacceptable. ii. Shall be mechanically compacted to at least 80% relative compaction. (4) Installation: (a) Installing contractor must be li- censed to do business in California and be Association of Synthetic Turf Installers (ASGi) certified. (b) The Master Architectural Com- mittee, not the homeowner or the con- tractor, will determine if these stan- dards are likely to be met by the terms of the application. (c) There must be a minimum of one (1) year installation warranty. (d) Sufficient existing sod and soil must be removed so that the new in- stallation is level with the surround- ing concrete and grading. Contouring must prevent drainage onto neigh- boring properties and must facilitate drainage requirements as specified elsewhere in the standards to prevent run-off, pooling and flooding. (e) Provisions must be made for irri- gation of trees and other plant mate- rial.
