Likely a misquotation of Rick Blaine's character in the movie Casablanca, but apropos to the latest Caltrans efforts as they regard the re-alignment of Highway 79. The latest "scene" focuses on a re-routing of what was previously referred to as the 1b design option and now referred to as the 1br design option. It seems that certain cultural artifacts were found and reported upon by our local Native American Tribe during the original design, thus causing a requirement for some route re-design. I did not include the public meeting information on this particular re-routing as the meeting will be past by the time you read this in the Herald. So, you may ask "why do I care?" Well, as a Four Seasons resident you should know that a portion of State Highway 79 realignment, identified as 1br will flow approximately 1000 feet south of the main gate of Four Seasons. Do you hear the noise of four lanes of traffic? Might you sense the added traffic congestion of the planned traffic intersection located to cross Florida Ave. southbound just east of California but before Warren? Are decorated sound walls in your future? This north/south federally funded Highway has been on our San Jacinto Valley "big screen" for a number of years. Partners on this project include: Caltrans, Army Corps of Engineers, Riverside County Transportation and the cities of Hemet and San Jacinto. The route of this portion of Highway 79 is some 18 miles stretching from Gillman Springs Rd. to Domenigoni Parkway. A four lane, limited access expressway. The sponsors cite many benefits to this multi-billion dollar project including: more direct north /south route for through traffic and improved mobility on our local streets; ability to expedite the movement of goods and services within the San Jacinto Valley; and that the public would benefit from improvements in traffic efficiency, safety, and roadway capacity. This project is still in its early phase of development - think Environmental Impacts Reports (EIR) and public meetings still to come. The final route of the five proposed (preferred alternative) has not been selected and won't be until the final EIR, targeted for end of year 2015 or early 2016. But now is the time for you to be informed about a project that is being planned very close to home! Want to know more? Want to influence the design? Public comments on the 1br route alternative are requested by Oct. 8. This is but one issue that your Community Action Committee is working on to help better understand what is going on in our community, how it may affect us, and what we can do about it. Access Control Committee California stops are prevalent in California. That doesn't make them right. The letter of the law is to make a complete stop at a stop sign. That means that your wheels are not turning. The intent of the law is to prevent accidents in intersections. Speed limits are similar except everyone knows that the Highway Patrol and police officers give drivers five miles in most cases. The problem with making exceptions is they can get out of control. Outside our community that will occasionally get a driver a citation. We don't have police because we seldom have accidents and Hemet Police have more important issues. We have never had a speed related accident in 11 years that we know of. Great record and thanks to all of you. We have had minor accidents mostly due to driving distracted (mailman ran into the back of an ambulance). My message today is in our community we are on the honor system so let your conscience be your guide but please continue to drive safely. The Access Control Committee is here to serve you.
