Management will begin management services on June 1, 2016. There were five homeowner comments. F. Cox Bulk Cable Contract: President Takemoto reported negotiations with Cox have been finalized and the three-year Bulk Cable Services contract will be signed today. The monthly basic cable cost will remain $31.50, the same amount as the previous contract rate, and also includes two (2) DTAs (mini black boxes) at no charge. The cost for any additional DTAs over two (2) will be paid by the homeowner. Residents can directly contact the Cox Bulk Information Center at 855-761-6063 to address their related basic cable and mini-boxes billing issues. There were no homeowner comments. President Takemoto apprised the membership that an update from the Water Citation Subcommittee needed to be carried over from Monday's meeting. Secretary Strohm reported on the meeting with the City of Oceanside Code Enforcement Officer and the Village Presidents to help identify areas of concern and develop processes for reporting unresolved runoff in the Villages. Excessive runoff noted in the Common Areas should continue to be reported to the HOA Office for further troubleshooting. There were no homeowner comments. MOTION CONSENT CALENDAR Motion made and seconded (I. Landis/ D. Lopez) to approve the Consent Calendar (Items A-E). Motion passed unanimously. The following items were on the Consent Calendar: A. Regular Session Minutes; from the January 18 & 21, 2016 Board of Directors Meeting. B. Lien; Recordation of Notice of Delinquent Assessment lien against Separate Interest of Account #2330065-0. C. Lien; Recordation of a lien against Separate Interest of Account #2350126- 0. D. Lien; Recordation of a lien against Separate Interest of Account #2370005- 4. E. Lien; Recordation of a lien against Separate Interest of Account #2400053-7. NEW BUSINESS B. Common Area Plants Removal Notification to Membership: there was a discussion regarding trees and plant material on several slopes that have died, primarily due to the drought. Communicating removal of dead plant material and subsequent replacement plans include apprising the Landscape Committee at the beginning of their monthly walk-throughs of any areas that are of concern, and LC and Staff working with Van Dyke Landscape Architects to find plants to add to the OHCC plant pallet that will be more tolerant of the high salts caused by the drought. Additional communication avenues to the Community are being evaluated. There was one homeowner comment. C. Painting Utility Boxes: a homeowner suggested the Board consider painting utility boxes with murals similar to how the City of Vista has done. There were discussions regarding various aspects of what this would entail, including permission, maintenance and the ongoing costs. After discussion, the Board determined to take no action. There were three homeowner comments. D. Resolution – Executive Committee for Management Company Transition: due to the property management company transition effective June 1, 2016, the Board discussed appointing an Executive Committee at the previous Executive meeting. The Board reviewed and approved a Resolution appointing three (3) Master Board members to an Executive Committee to facilitate the management company transition. Motion made and seconded (R. Smith/D. Hefler) to adopt the RESOLUTION ON FORMATION OF EXECUTIVE COMMITTEE OF THE BOARD OF DIRECTORS TO FACILITATE MANAGEMENT CONTRACT TRANSITION appointing Don Lopez, David Hefler and Scott Goldwasser to an Executive Committee. Motion passed unanimously. There were no homeowner comments. E. COMMITTEE RECOMMENDATIONS 1.a Golf Course Committee – Deep Drill Aerification: the GCC is recommending Deep Drill Aerification on all 18 greens and practice greens to improve the health of the greens. Motion made and seconded (R. Smith/D. Hefler) as recommended by Staff and the Golf Course Committee, to approve the Deep Drill Aerification for all 18 Golf Course and putting greens at a cost not to exceed $6,000.00. Motion passed unanimously. Designated Funding: Golf Course Landscape Improvement Operations #5236- 1013 There were no homeowner comments. XIII. BOARD MEMBER INPUT Director Goldwasser – am pleased with the response to the OSHER program and a reminder to get your 2016 decals by March 1st to avoid the fee. Director Landis – welcomed Tim Taylor and Joe Winkler back to OHCC and is looking forward to their coming on board. Treasurer Hefler – congrats to Bob Herrmann for being appointed again as the AVC Chairperson and kudos to the Audio/ Visual team for the great sound at the OHSPA performance. Director Smith – be careful of making California stops in all vehicles throughout the Community. Secretary Strohm – none. Vice President Lopez – reiterated the Superior Court date is February 19th. President Takemoto – would also like to reiterate it's nice to see Tim Taylor again and the new Executive Committee will assist in a smooth transition. Mr. Taylor and Mr. Winkler will also be attending Village Boards meetings. And also reiterated the 2016 decal deadline is March 1st or a $100 fine will be imposed. XIV.
