Golf Course greens are sprayed with a preventative fungicide; the Golf Course is in good condition and kudos were given to the Golf Course Superintendent Glenn Kramer; the irrigation parts inventory continues to be maintained; irrigation lateral lines repairs are on-going and valves replaced as needed throughout the Community; the irrigation is turned off during rains and the 48 hours following; brow ditches and drains are continuously inspected and cleaned as needed; contact the HOA Office to place work orders for water run-off; the Oceanside Water District advised watering the Golf Course more than two days per week is allowed as long as there is no runoff on the streets; Escallonia plants on slopes that are dying, due to age and drought conditions, are being removed and will be replaced with other plants; Red Apple ice plant is also showing decline due to disease and will be treated with systemic fungicides; turf that goes dormant in winter looks brown, and lawn reseeding was not performed due to water restrictions; mulch replacement is applied as needed; annual Master trees pruning and removal work is on schedule for completion by the end of February; annual fuel abatement (brush management) was completed by January 15; a copy of the Pesticide Use Report for the month of January is available in the HOA Office and on the website; the Golf Course Operations is $43,667.06 under budget due to water savings, and the Landscape Common Area Operations is $194,726.40 under budget primarily due to water savings. The budget does not yet reflect the fuel abatement and annual tree work. Due to hot weather, Staff did not meet the 20% water reduction mandate for the month of December 2015/ January 2016 water usage by 293.6% over the same month period comparison in 2013, due to rain in 2013. There were no homeowner comments. X. COMMUNITY PATROL SERVICE REPORT Reina Enrique, Interim Director of Community Patrol Services, submitted a written report and was unable to attend. President Takemoto read the report for the month of January: the Emergency Monitoring System (EMS) testing program has been completed on 43 homes [eight (8) systems required minor repairs]; Driving Safety in the Community related procedures were reviewed with Staff during the month; there were 15 parking violations [nine (9) overnight driveway, two (2) overnight street, three (3) vehicles creating a safety hazard, and one (1) parked in overflow parking lot] and 12 Stop sign violations; there were eight (8) fire alarms, either kitchen smoke or system related, and six (6) burglar/panic alarms, either system related or resident error. There was one homeowner comment. XI. COMMITTEE REPORTS ARC – Chairperson Frank Haroldson reported that the Architectural Review Committee dealt with 32 new applications in January; 32 were approved, including two (2) that were previously tabled; one (1) denied, that was previously tabled; and three (3) tabled, including one (1) previously tabled, pending receipt of further information. There were zero (0) site visits. There were no homeowner comments. AUDIO/VISUAL – Chairperson Bob Herrmann reported A/V: supported the Master Board Meetings and the Special Budget Meeting, Do Dues Day, OHSPA's 4-Girls-4 Concert, and the Billiards Club Lesson #1; held four (4) training classes covering Audio, Video and Lighting; made improvements on the A/V webpage for Volunteers to access additional training documentation and connecting to the on-line scheduling calendar; is evaluating additional improvements for overall stage lighting; continues to have assigned Liaisons with the Marketing & Communication Committee to support cross-over projects; and encourages anyone that experiences problems with the broadcast channel to report it to the front desk, with as much detail as possible for troubleshooting purposes. President Takemoto remarked that the OHSPA Concert sound quality was outstanding. There were no homeowner comments. COMMUNITY SERVICE – Board Liaison Goldwasser reported: the OSHER Learning Institute Program is off to a great start; Horseshoes pits and golf cart parking near the bocce courts are being investigated; leveling the croquet field is being evaluated; and future recommendations will be submitted for Bocce Court shades and the Garden Club contribution towards a digital display in the Clubhouse. There were no homeowner comments. GOLF COURSE – No Report. LANDSCAPE – Board Liaison Strohm reported: there are four (4) new members on this year's Committee, therefore the election of Officers was postponed to March; overall organizational issues discussed were enhanced communications with all Committee members, Staff and Residents, active participation in scheduled rounds, appearance of common areas, being alert to water runoff, and response to resident requests; and discussed possible projects for 2016. There were no homeowner comments. MARKETING & COMMUNICATION – Co-Chairperson Ellen Baur reported: there are two (2) new members on this year's Committee; the Marketing & Communication Committee Officers appointed for 2016 are Co-Chairperson Christy Cooper and Co- Chairperson Ellen Baur, Vice Chairperson Shannon Johnston and Secretary Robert Sage; items discussed were survey services available through Association Voice (our website platform), and both AVC and MCC have topics they would like surveys created for, the MCC submitted an article for the OHCC Newsletter "The News" regarding access to the in-house broadcast channel, and the Media Usage Policy (MUP) is still under development. There were no homeowner comments. XII. PRESENTATION OF AGENDA ITEMS UNFINISHED BUSINESS E. Keystone Pacific Property Management Introduction: Tim Taylor, Vice President of Large Scale Management, was present to introduce his firm to the membership and discuss the transition process that will occur within the next few months.
