| Four Seasons Hemet Herald | September 2016 | 5 A year ago September, the "hot" topic was the drought. Not much has changed in regard to our water shortage. This past year the Board approved replacing the irrigation controllers with "Smart" controllers. This has helped to keep the association's water usage within the EMWD's requirements. Our landscape contractor continues to monitor all of the irrigation systems accordingly. The Landscape and Facilities Committees, with the help of our landscape maintenance provider Artistic Maintenance, continue to actively seek ways to reduce costs There are a couple of important legal projects that are currently, or soon to be, underway. The first item is the review and approval of the association's Assessment and Collection Policy for 2017. The policy is one of the tools that the association uses to maintain assessments at their current levels. The current policy has also been very effective allowing the Board of Directors to maintain delinquent assessments to a reasonable level. Secondly is the 2017 Annual Budget. Several months ago, the Finance Committee began the process of reviewing the data necessary to begin formulating next year's budget. They and the Facilities Committee are also reviewing the reserve study. After their review is completed, their recommendations will be forwarded to the Board for discussion. The Board will be reviewing the finalized draft, and if there are no issues, they will approve the annual budget and policy statement at the October Board meeting. Recently the question came up about moving the street sweeping day to Thursday or Friday, due to trash being left behind in the pickup process. The Facilities committee discussed the proposal and, after due consideration, decided to keep the date as is (3rd Tuesday). The committee suggested a couple of helpful hints to help reduce trash flying around: • Place shredded paper in a separate plastic bag or container, then place in the "recycle" bin. When un-bagged, it flies out of the trash truck as they drive away and scatters all over the street. • Place your household trash in trash bags that can be tied up and deposited in the bin, rather than dumping your trash into the bin directly. Your bin stays cleaner and it helps to reduce smell. And lastly, some reminders: Obey the posted speed limit; please pick up after your pets; and be considerate of your fellow neighbors! Thank you for your understanding and cooperation. Have a peaceful Labor Day! A Message From Your General Manager By Rick Ruth, CCAM
