Q: A member had a question on the audit entry to the General Ledger accounts, specifically to the water account for $50,000. The request was for an explanation from the auditor. Also, has the Board contacted the city regarding maintaining Sun Lakes Blvd. A: The auditor has stated that this was an entry to correct 2014 and 2015 balances for year-end water expenditure that was recorded and included in the audit, but not on the financials for the Association. This entry was finalized in April, which was the time that the entry was posted to the books. This entry to water was combined with many other audit adjustments. Staff will work with the auditors next year to ensure the proposed auditor entries are processed. The second part of the question will be asked to the Banning City Manager when we meet with him on Dec. 15. 2. Q: A member asked if the North Pool could be heated for extended usage, and to allow two pools to be open during the winter. A: Staff will discuss this with the Board. There would be additional costs such as pool cleaning and heating expenses that would not be budgeted for. 1. October Open Session Board Action Items • The Board accepted the resignation of Wade Sampson as the delegate from District 6. • The Board approved the Bingo Advisory Committee's recommendation to donate to the 5th Annual Sun Lakes Veterans Walk. • The Board approved the 2017 Pro Forma Budget and approved distribution to the Membership. It was voted to maintain the monthly assessments at $245 per month. • The Board approved the 2017 Golf Rates. • The Board approved the 2017 Golf Calendar. • The Board approved the recommendation from the Golf Advisory Committee to suspend the use of the Yellow Flags. • The Board approved the proposed Committee Charter Template revisions to all Committees. • The Board accepted the recommendation from the Safety & Security Advisory Committee to install Bott's Dots at two locations. • The Board accepted the recommendation from the Sun Lakes 8 Ball Group to remove the East Wall Shutter at the Pool Room. • The Board accepted the recommendation from the Recreation Advisory Committee to create the "Rincon Cultural Group." • The Board denied the request from a member to remove a Common Area Tree. • The Board approved the proposal from LEDLA in the amount of $62,159.24 from reserves to replace the Ballroom Stage Lighting. • The Board approved the proposal from Spectrum in the amount not to exceed $4,500 from the operating fund to replace the Channel 97 Equipment. • The Board approved the proposal from American Eagle in the amount not to exceed $30,000 from the operating fund to replace the existing concrete at the North Clubhouse Golf Parking Lot. • The Board approved the proposal from American Eagle in the amount not to exceed $15,000 from the operating fund to install concrete for the Bocce Ball golf cart parking at the North Clubhouse. 2. October Report on Executive Session Action (non-confidential) The Board of Directors held an Executive Session Board meeting on Oct. 12 and 26. At these meetings legal matters, formation of contracts, and personnel matters were discussed. The following are action items the Board took at these meetings: • The Board discussed replacing damaged concreted located near the North Clubhouse golf cart parking area. Staff was directed to put this item on the next open session board meeting agenda for the Board to ratify. • The Board reviewed proposals to add additional concrete near the North Clubhouse bocce ball area to accommodate additional golf cart parking. Staff was directed to put this item on the next open session board meeting agenda for the Board to ratify. • The Board conducted three disciplinary hearings. • The Board determined it would not be necessary to go out to bid for auditing services this year. • The Board will be looking for people who have knowledge in the solar industry, who can meet to discuss the types of solar options they feel the Board should possibly consider for the community. • The Board reviewed a request from a member to use an expired 10-play card. • The Board discussed the opportunity to have an on-site real estate brokerage at Sun Lakes. • The Board reviewed a request from a member to become a trainer at Sun Lakes. • The Board reviewed several upcoming projects on the championship golf course pertaining to turf reduction. • The Board reviewed proposals from vendors to replace the Ballroom Stage Lighting. Staff was directed to place this item on the Open Session Board Meeting Agenda for ratification. • The Board reviewed a proposal to replace equipment used to broadcast Channel 97 in Sun Lakes. Staff was directed to place this item on the open session agenda for ratification. • The Board reviewed Volunteer Interest Forms submitted by eight members interested in serving on the Master Architectural Committee. • The Board reviewed a task list created by the Finance Advisory Committee. It certainly gives the Sun Lakes community a cheerful and merry feeling as you drive around. Please remember that due to our rules and regulations, the decorations have to be taken down 10 days after the holiday is over. With that restriction, we are asking that all residents have their holiday decorations down by Tues., Jan. 10.
