34 | Four Seasons Hemet Herald | February 2017 | From the President – Ron Leatherman: The good news is that the course needed the rain and it is looking better. Ours is a handicap league and we would like more players of all skill levels to join us on the course. This is an excellent way to meet more of your neighbors. We are very social and friendly to new members. Since I joined the club 10 years ago I have made so many new friends and memories. The nice thing about golf is the more I practice, the "luckier" I become. We have a variety of games that we play each week. So come out and enjoy our club. From the Tournament Chair – Addis Scott: You may sign up at our prior Tuesday golf event, or contact the Tournament Committee by email at: hemet4sgc@gmail.com. Our February game schedule is: • 2/7 - 8 am: President's Cup – Match Play 16 Players - Others = Low Net • 2/9 - 8 am: President's Cup – Match Play 8 Players - Others = Low Net • 2/14 - 8 am: President's Cup – Match Play 4 Players - Others = Low Net • 2/21 - 8 am: President's Cup – Match Play 2 Players - Others = Low Net • 2/28 - 8 am: Team Scramble (Min. of 3 Tee-Shots) – Hdc = Average Handicap From the Membership Chair – Elliot Yaeger: Presently there are a total of 146 members in 4 Seasons Golf Club, including 11 new members. The club welcomes our newest members Paul Barr, Gayle Wergeland and Miriam and Rick Longay. Membership in the club is available at any time throughout the year. Applications can be picked up at the Lodge front desk at any time. Membership includes Club as well as SCGA Membership. I encourage all to join and enjoy Tuesday's play as well as our social functions. Should you have any questions contact Elliot Yaeger, (951) 223- 3735 or email: ey1611@gmail.com. From the Rules Chair – Tom Johnson It can be challenging to keep up with the Rules of Golf. Recently, I was asked if a ball lying in the water at the edge of a water hazard but outside the red stakes was in the hazard or was in casual water. If the ball is in the hazard there is a penalty stroke in order to move the ball. If the water is casual water then you have free relief from the water. Rule 26.2 states that the margin of a water hazard is determined by the natural edge, determined by the level of water in the hazard. It is the responsibility of the committee (the golf course and the individuals running the golf event) to place the red stakes so that the water hazard is completely within the stakes. So if you are in a situation where the red stakes are inside the edge of the water, you are to consider the natural edge of the water hazard as the margin, not the red stakes. They further suggest that one needs to report the improper position of the red stakes to the course management. On the Hemet golf course, the 4 Seasons Golf Club treats the water on 1, 9 and 18 as casual by local rule, as this water is there because of the lack of proper drainage rather than by course design From the Handicap Chair - Lynn Smith: Q: A player's Handicap Index is much higher than how you see him perform on the golf course. What do you do? A: The Handicap Committee has the responsibility of making certain that each player has a Handicap Index reflecting potential ability. The Committee should review the player's score file, possibly play a round with him, educate him or her as needed, and if necessary, issue a modification/adjustment. A Handicap Committee has the ultimate authority to adjust a Handicap Index under any circumstance that it feels necessary to do so. The management/adjustment can be made on GHP Online Club. The adjustment becomes effective when entered and the information is transmitted. The date entered by the committee is the end date of the modification. It will be identified with the letter M, reflecting that the Handicap Committee has modified the Handicap Index.
