COMMITTEE NEWS Landscape Our fall winds bring hot air (sometimes) and cold air (other times). It's a coin toss. If we are lucky, we might get a few drops of rain as well. One thing we can count on is that our plant life knows their heydays are over for 2012. Leaves have or are turning golden brown and our seasonal color plants are headed for the green can. For our landscapers it is clean up time at Four Seasons. The Association has acquired responsibility for several areas in Phase C (uphill from the power lines). Brad Alms Landscaping now has the contract to maintain areas alongside the sidewalks. He will be removing all the flax plants that hinder pedestrian traffic and replanting with pittosporum. He will also be trimming the coyote bushes along Four Seasons Circle in Phase C that have grown too tall. Unfortunately, these bushes will be somewhat unsightly until new foliage grows out. In the future they will be maintained at the proper height. Our builder will no longer be offering homes for sale with Association maintenance for front yards. The remaining houses to be built in Phase B and other phases will be with homeowner maintained front yards. The total number of houses with Association maintained front yards will remain at 556. With the Springdale project now complete a ribbon cutting ceremony will be held in one of the gazebos there on Oct. 9, at 10 Finance We held a special meeting on Aug. 17, to prepare the 2013 Springdale budget proposal to be presented to the Board for approval. We held our regular meeting Aug. 28. The financial statements for July 2012 were reviewed and reflected the following significant items: net income year-to-date was $160,717 and total reserves were $2,968,245. The accounts receivable (delinquencies) was $98,366. Our total HOA expenses for July (excluding reserve allocations) were $225,702. This was over budget by $20,869. There was one Certificate of Deposit renewal to be reviewed. We recommended renewing at the best prevailing rate for a term not to exceed 18 months. We also recommended the purchase of one $100,000 CD from money in the Union Bank cash account for a term not to exceed 18 months at the best prevailing rate. The front yard cost center expenses for July 2012 were under the monthly budget by $162. There were two vendor proposals presented for approval. Bob Melville reported that the Ad Hoc Water Management Committee continues to work on the 16 FOUR SEASONS BREEZE | OCTOBER 2012 inaccurate irrigation drawings and is being aided by physical surveys. Water rates continue to increase. Len Tavernetti, Landscape Committee chairman, responded to the Finance Committee regarding its recommendation at the July 31, meeting that "the Landscape Committee actively consider competitive bids on the upcoming 2013 contract renewals." Len supports the concept of doing a re-bid every three years but does not feel that now is the appropriate time to do so. Discussion turned to performing a market survey to determine resident satisfaction as well as issues that may exist at other K Hovanian sites. Doug Smith and Suzanne Roldan, Bistro Committee members, presented a draft proposal to increase the capacity of the cold storage and freezer in the Bistro kitchen. We are still currently seeking one more member for our committee. If you have an interest you can obtain an application at the front desk in the Lodge.
