18 FOUR SEASONS BREEZE | OCTOBER 2017 CROSSWALK SAFETY The California Vehicle Code defines a "crosswalk" as the portion of a roadway at an intersection, which is an extension of the curb and property lines of the intersecting street (typically, the sidewalk or pathway). A crosswalk can be marked or unmarked. Therefore every intersection within our community is an unmarked crosswalk. The Safety Committee has recommended five marked crosswalks within our community in order to make it safer for our residents to cross in high traffic areas. With marked crosswalks being implemented we would like to publicize the following crosswalk safety tips. PEDESTRIAN TIPS: 1. Stop on the curb or shoulder while looking for a gap in traffic. 2. Look left-right-left before crossing the street. 3. Do not assume that drivers can or will stop, or that because you see them that they see you. 4. Establish eye contact with the driver or the bicyclists when possible. 5. Do not step out in front of approaching cars or bicyclists until you know they see you and come to a stop. 6. Make sure you have your pets on a short leash when crossing. 7. Always cross at the intersections or marked crosswalks. If possible, choose a route that allows you to cross at a stop sign. 8. Look over your shoulder to watch for turning cars. 9. While in crosswalk, watch for approaching cars, as other cars stopped at the crosswalk may block their visibility. 10. At night, wear reflective materials or carry a flashlight to make yourself more visible. 11. Be extra careful at mid-block crosswalks because drivers may not be watching for pedestrians. This will be at Trail C and Green Creek Trail. Drivers and bicyclists MUST yield to pedestrians in crosswalks, even if there are no pavement markings. 12. Be prepared to come to a complete stop at least 20 feet back from the crossing. 13. When stopping at an intersection, do not block the crosswalk. 14. Wait until pedestrians have crossed at least one lane beyond yours before proceeding. 15. Be alert for residents using crosswalks. Some areas in our community have poor visibility. 16. Never pass stopped or slowing moving vehicles at crosswalks. 17. Use special care when turning at intersections. 18. Follow posted speed limits. Four Seasons Circle has posted speed limit of 30 mph. The Safety Committee meets the first Tuesday of the month at 10 am in the RCN Conference Room. We welcome all residents to attend. ~ Donna Lewis Safety Committee Finance Committee We met on Aug. 29. Financial statements were reviewed for the month of July, which reflected the following significant amounts: Total Assets $8,478,015 including checking $252,357 and reserve assets $6,411,772. Operating money market and CDs totaled $1,717,938. Total Liabilities were $242,729 and Total Equity of $1,823,515. There was an net income loss for the month of $46,425 and year-to-date net income is a negative $36,198. Front yard cost center expenses were under budget by $5,995 and Springdale cost center expenses were over budget by $4,000. Nine vendor proposals were reviewed. Eight were recommended for board approval and one required further information.
