18 | Four Seasons Hemet Herald | OCTOBER 2017 | Architectural Committee The Architectural Review Committee (ARC) welcomes Maria Donti, the newly appointed Architectual Support Staff member working at the Lodge. Maria replaces Michelle who is pursuing new career options. Maria is a familiar face at the Lodge, having previously served as one of our Lodge Attendants. Maria is already helping our homeowners with their questions and applications for exterior alterations. Hovnanian, the original homebuilder, established 14 different color palettes for the 60 different home and exterior elevations at Four Seasons, Hemet. Over the years, individual homeowners have requested approval for some changes to the original colors. The ARC has approved color variations, especially for trim such as shutters and doors, but also changes to the color for facia, trim, and stucco. While painting a home the same colors as an adjacent home is not allowed, variety is encouraged, to a point. The Architectual Standard and Regulations approved by the Board of Directors in January require the ARC to review and decide whether changes to the existing colors on a home can be approved. The ARC has worked with several homeowners who, believing that they were using the original color, came home to find a very different color had been used on their home. Upon investigation, the ARC learned that the original paint manufacturer had changed ownership, and color codes had been changed. The staff at the Lodge worked to update the color codes to some success. However, continuing changes of codes have led the ARC to now discontinue the practice of providing paint color codes. Any homeowner seeking to repaint their home needs to submit their proposed colors for ARC approval to be certain that no further confusion arises concerning paint colors. Nearly all paint sources will provide, for a small fee, samples of the paint colors of your choice. The ARC suggests that you paint a sample of your proposed paint colors on a poster board (available from the staff at the Lodge) and further paint a small patch on the rear of your home to be certain you are pleased with your paint color choice. For homeowners who want to repaint in the same colors, we strongly recommend that your painting contract state that "in the event the color is not the same as the existing color that the painting contractor will be liable for the cost of repainting." A few dollars expended for paint color samples is good insurance against the costs of an expensive repaint. American Flags: The current American flag is permitted on a flag pole with ARC approval. As a reminder, notwithstanding the American flag, only one flag is permitted for each home. Have you checked your flag recently? If it is faded, frayed, or torn, it is time for it to be replaced. Since Four Seasons follows Title 4 of the United States Code: "The Flag: At night the flag needs to be illuminated or taken down." Let's all enjoy the (hopefully) cooler fall weather. Facilities Committee The Facility Committee is responsible for the maintenance and repair of the gates and arms at the front entrance and the World Cup entrance. Due to a number of reasons the gate arms get broken. The arms are attached with breakaway fasteners and many times this saves the arms and operating mechanism from damage. The fasteners are replaced and the arm is then re-attached saving the cost of arm and operating mechanism replacement. The cost of replacing the fasteners and reattaching the arm is an issue for our community. • An arm was knocked off 18 times so far this year. • The arm was reattached 15 times at a cost of about $750. • An arm was replaced three times at a cost of about $1,725. • Administrative cost is estimated at $250 - $475 per incident. • Low end administrative cost for 18 strikes is about $4,500. Administrative cost, is the time spent by management staff, Board members and security personnel investigating the arm strike and getting someone to do the repairs. This takes time away from providing us the lifestyle for which we pay. Total this up and we spent about $6,975 on careless gate damage in eight months. Four strikes have been reimbursed. That is a very difficult administrative chore and not in the low end of administrative cost. Hopefully with our new access system identification should be easier. Think about the cost: At a $163 per month HOA fee we need almost six houses per month fee strictly for gate repair. That takes away a lot from our community. Slowing down and paying attention could avoid this cost. Yes; some of the damage has been done by non-residents. Every effort is made to identify and retrieve the cost from the culprit. If this can't be done we are on the hook for it. So please pay attention when entering the property, all of this could have been prevented.
