The Architectural Guidelines and Standards were developed from
a number of sources. One of the major sources is the Beaumont City
Code. Parts of the city code have been incorporated directly into the
Guidelines. When those parts of the city code change, the changes
are reflected in the guidelines.
Recently, Beaumont added a requirement that all single family
residential properties must contain "a minimum of two 24-inch box
shade trees within the front yard setback." (A 24-inch box is 2' x 2' x
2'. It is larger than 5 and 15 gallon containers.)
Members of the Architectural Committee and FirstService
Residential (our management company) discussed this requirement
with Shane Scissons, Permit Technician, for Beaumont.
Shane stated that the requirement for newly constructed and/or
landscaped residential yards is two trees. Any yard that only had
one tree when the ordinance was passed is not required to plant
an additional tree. However, once a front yard has two trees, the
homeowner may not remove one without replacing it. In the event
that there are three trees in the front yard one may be removed.
If there is any type of tree replacement or removal, the city must
be notified by the homeowner so that a code enforcement agent can
drive by and check that there are still two trees in the front yard. K.
Hovnanian is currently including two trees in all new landscaping.
All applications submitted to the ARC must show the location of
existing front yard trees as well as any plans to move or replace the
existing trees.
Please be advised that it is the homeowner's responsibility, not the
landscape contractor's, to notify the city. If notification is not made
the city will hold the homeowner responsible, not the landscaper or
contractor. ~ Steve Cooley
