FOUR SEASONS BREEZE | JUNE 2019 23 In response to multiple requests for information on the same issues, the Architectural Review Committee is addressing three issues this month. The first concerns fences. The Architectural Guidelines and Standards require that all work affecting fencing and walls requires prior approval from the ARC. Guidelines prohibit attaching or hanging any item on or over property line fences or walls. Owners may not alter, replace, or remove any property line fence without prior consent of the ARC and, in some cases, the Board of Directors. Guidelines prohibit the addition or installation of screens or any material including frosted glass on any property line fence. Snake fencing must be approved by the ARC and must meet Guidelines requirements which include that it must be black to match the wrought iron fence, and it must be installed as provided. Any snake fencing that is installed on the common area side of the fence requires posting a deposit with the HOA to ensure that no damage is incurred to the common area. (The deposit will be refunded upon inspection after the snake fence is installed.) The second item concerns awnings and umbrellas. Permanent awnings, non-retractable umbrellas, and shade covers must be a neutral color and coordinate with the home's exterior color. Any awning, structure, or umbrella that cannot be closed each night requires approval from ARC. (Approval is requested through the normal process – verbal approvals may not be granted.) Umbrellas viewable from common areas are limited to two and must be of the same color or pattern. Umbrellas that are not easily viewable from common areas are not limited in number or color. All umbrellas must be closed at night. Except in Monarch side yards and Springdale patios, no umbrellas are allowed in front yards. The third and final subject concerns the ARC and its interaction with K. Hovnanian. Simply put, there is none. Contrary to rumor, we do not advise or inspect front yard landscaping done by the builder. We have no input on what material is used or placement of any plantings. Beaumont has approved a master plan for our community, and they inspect each home as it is constructed including the front yard landscaping. The ARC meets the first and third Wednesday of each month in the RCN Conference Room at 8:30 am.
