22 FOUR SEASONS BREEZE | AUGUST 2019
Landscape Committee
When
we
enter
the
community
from
either
the
Potrero
or
the
Crooked
Creek
gates
and
go
south
on
Four
Seasons
Circle,
we
cross
over
one
of
two
beautiful
stone
bridges
and
we
see
lush
vegetation
on
either
side.
You
might
ask
what
is
the
deep
chasm
that
the
bridges
cross,
and
why
didn't
K.
Hovnanian
Homes
fill
in
this
space
and
build
homes?
The
answer
is
that
Potrero
Creek
flows
through
this
area
as
a
natural
waterway,
and
has
been
designated
as
an
area
to
be
left
undeveloped.
This
area
is
called
the
"conservancy"
and
consists
of
37.27
acres
of
land.
The
conservancy
is
not
part
of
Four
Seasons
at
Beaumont,
but
is
territory
administered
by
the
Army
Corps
of
Engineers,
the
Inland
Empire
Conservation
Department,
and
the
California
Department
of
Fish
and
Wildlife.
The
conservancy
is
home
to
14
species
of
birds
and
one
species
of
amphibians.
Trails
A
and
B
are
technically
part
of
the
conservancy,
but
there
is
a
buffer
zone
on
the
edge
of
the
conservancy
boundaries
and
the
trails
are
just
outside
the
zone.
The
Four
Seasons
HOA
is
not
permitted
to
disturb
the
flora
and
fauna
that
live
within
the
conservancy,
and
this
prohibition
will
continue
unless
and
until
the
HOA
executes
a
financial
agreement
to
take
over
management
of
the
conservancy.
South
of
Breckenridge
is
another
area
that
is
part
of
the
natural
waterway
and
also
not
part
of,
nor
under
control
of,
the
HOA.
Although
the
HOA
may
at
sometime
acquire
control
of
the
conservancy,
we
will
never
be
allowed
to
take
over
this
area.
