Homeowners who do not meet the criteria will receive a letter stating they have 60 days to appeal the decision. All appeals will be presented to the Board. Should the Board overturn the ruling, the homeowner will not be required to have a tree, but if they uphold the decision, the homeowner will be required to have a front yard tree installed at the Association's expense. Golf Course Update: Good news! The golf course is currently making a profit and putting the funds back into the golf course maintenance and repair. Management Company: Quite often it is very easy to criticize our Management Company for their performance, in particular General Manager Jim Morgan. Recently, General Manager Jim Morgan received a phone call at 8 pm which required him to immediately put together a notice to the community about the West Nile Virus spraying which would take place the following morning. With the concerted effort of Jim Morgan, Kimberly Evans and Kara Hardy, this notice was eBlasted out to the community. This is far beyond their working hours. With concerns and criticisms, there should also be room for kindness. Special Acknowledgment of Treasurer Jim Nash: On behalf of the Board of Directors, President Walt Bowman thanked Treasurer Jim Nash for his service on the Board and Chairmanship of the Finance Advisory Committee for the past two years. This will be Mr. Nash's last meeting on the Board of Directors. The Board, community and staff thank you for a job well done! You will be missed! Motion approved to accept the July 2020 Unaudited Financial Report as presented. LANDSCAPE REBATES: President Walt Bowman informed the membership that the Association recently received $109,448 in landscape renovation rebates and we are awaiting an additional $183,000 in rebates. He expressed a special thank you to Landscape Superintendent Anthony Reynoso, Landscape Assistant Luis Calderon and the Landscape Advisory Committee for all their efforts to obtain these rebates. CONSENT AGENDA: Vice President Joanne Deacon presented the following Consent Agenda items for Board approval: * Approval of August 20, 2020 General Board Minutes * Monthly Review of Financials (AB 2912) for July 2020 * Board Authorization of Transfers and Expenditures over $10,000 (AB 2912) for August 2020 * Approval of Mary Ellen Glantz as new member of Finance Advisory Committee (FAC) * Approval of Mike Adams, Shirley Broz, Chuck Gordon & Jerry Stein to renew Application to Serve on FAC * Reserve Transfer(s): *PatioShoppers.com, Pool Patio Furniture $10,505.25 Motion to accept the Consent Agenda as presented. Approved. ARCHITECTURAL APPEAL HEARING: Tommie (Esther) Peters, Appealing ACC Ruling to Deny Installation of Vinyl Fencing Ms. Tommie (Esther) Peters appealed to the Board as her request to install a vinyl fence to replace her backyard wrought iron fence was denied by the Architectural Control Committee. Peters informed the Board that she resides at 24181 Corte Cordoba, which is located directly behind the Clubhouse pool. Peters stated she noticed that some residents are peering into her backyard and since she is required to replace the wrought iron fence, she would like to replace the fence with vinyl or stucco. Following discussion and on behalf of the ACC, Chair Gloria Brosky agreed with the installation of the stucco wall. Motion to accept Peters' appeal to install a stucco fence to replace her wrought iron fence. It was further noted that Peters would need to complete a new ACC Application for the stucco wall. Approved. NEW BUSINESS Slope Renovation Plantings: Management presented proposals from Environmental Concepts Landscape Maintenance (ECLM) to renovate/plant the existing slopes that surround the Colony. In 2019, Staff created a budget to add additional plantings to fill in bare areas and, in some cases, revitalize a slope. 1. ECLM Quote #29650: Slope Renovation and Planting in W-1 GL#9886 Renovation Reserve Funds: $2,688. 2. ECLM Quote #29657: Slope Renovation and Planting in W-2 GL #9886 Renovation Reserve Funds: $6,068. 3. ECLM Quote#29658: Slope Renovation and Planting in W-3 GL #9886 Renovation Reserve Funds: $1,784. 4. ECLM Quote #29659: Slope Renovation and Planting in W-5 GL #9886 Renovation Reserve Funds: $13,686.
