4 SOLERA DIAMOND VALLEY | DECEMBER 2021 By Joe Costello, Chair The Design Review Committee is composed of five residents of our community, Joe Costello, Tom Carpenter, Karl Edwards, John Schunn and Karen Stepp. Our purpose is to ensure the Design Guidelines of our community are followed when residents wish to make changes or improvements to the exterior of their house. Towards the back of this magazine, you will find a description of what we are responsible for and how a resident should go about filing and obtaining approval for these changes. The Design Guidelines contain all the information necessary to consider when any improvements or modifications to the exterior of our homes or property are made. Their objectives are to provide uniform guidelines, to assist homeowners in preparing Home Improvement Applications, to maintain and improve the appearance and quality of SDV and to increase resident awareness of the CC&Rs. It is the owner's responsibility to ensure compliance with the guidelines. A Home Improvement Application (HIA) must be filed prior to any work being started and must be filled out completely. Incomplete applications will not be processed. No work is authorized to begin before the HIA has been approved and a Home Improvement Permit (HIP) issued. The Guidelines and forms are reviewed periodically and may be updated from previous ones. The most recent versions can be found on the SDV website, https:// www.soleradiamondvalley.com. You can also ask for them at the Front Desk of The Lodge. While the management staff will accept the application, stamping it with time/ date received, they are not responsible for the final review or acceptance. The DRC's purpose is to review all applications, back up plans and the guidelines themselves to ensure compliance with our governing documents before issuing a Home Improvement Permit. Although the committee members meet the last Wednesday of every month, they review applications throughout the month electronically. At the meeting they are then prepared to discuss and vote on the applications. The Committee strongly encourages homeowners to attend the DRC meeting when their application is considered, allowing for discussion of any questions and possible requests for additional information from the homeowner in real time.
