14 | THE COLONY NEWS | DECEMBER 2022 | ACCESS CONTROL & SAFETY By Bruce Hartwig, 951-696-5115 The Access Control and Safety Committee is an advisory committee to The Colony Homeowners Association Board of Directors and the General Manager relating to all issues of community access and the safety of residents and visitors. In the event of a major disaster, our committee will work hand- in-hand with the Emergency Preparedness Committee to assist in maintaining the integrity and safety of all Colony residents. Our function is to evaluate access control and general safety of The Colony and the effectiveness of Community Patrol. The Access Control Committee receives monthly reports and statistics from Community Patrol (Nordic Security). These reports include traffic enforcement, emergency responses, and incident reports. The monthly report from Community Patrol indicates the following activity and violations that Nordic Security responded to and/or assisted in keeping with the safety and welfare for the Association. Security Statistics for October 2022: • 11,301 Jackson gate entries • 5 Property/Residents checks • 6 Stop Sign violations • 34 Medical, fire and police incidents • 25 Parking violations • 39 Trash can violations • 48 Garage doors open • 78 Miscellaneous incidents We would like to point out that in the last month, there were 47 citations issued for Illegal Use of Gate Procedures. Please take time to read the rule below and to follow it at all times. Additionally, please advise any guests, contractors, or vendors, coming to your home, of the importance of following this rule. Non-compliance of this rule is a violation of The Colony Rules & Regulations and a fine may be imposed. ARTICLE 4 – VEHICLE AND ACCESS RULES 4.1.3 Visitors' vehicles entering The Colony with or without a resident present are required to enter through the main gate at Jackson Avenue at all times. The use of the Jackson residents' lane and the entrance gates at Nutmeg and California Oaks is restricted to resident vehicles with individually numbered Colony windshield decals and transponders mounted on the windshield or headlamp. 4.1.4 Entrance at all resident gates is permitted by the resident vehicle transponder. If upon arrival the entrance barrier is down/closed, the vehicle should continue through the first stop sign and proceed to the one directly in front of the gate, or to the point that the barrier automatically goes up. In the event that a vehicle is already waiting at, or just passed through the gate, then all following vehicles must wait at the first stop sign indicator until the gate barrier drops behind the preceding vehicle. MOVING FORWARD BEFORE THAT EVENT IS A DANGEROUS AND ILLEGAL USE OF THE GATE ENTRANCE PROCEDURE. THE BARRIER MUST BE ALLOWED TO CLOSE IMMEDIATELY AFTER EACH ENTRANCE.
