By Ralph Grider, Board Treasurer It's that time of year again that we all despise. Budget and dues! They go together like apple pie and ice cream, salt and pepper, and whiskey and chocolate. The Financial Advisory Committee has worked very hard putting together a sound, reasonable budget for the upcoming 2023-2024 year. Over the past three months they have analyzed every expenditure that occurred over the past 24 months. This incorporates each General Ledger Item within the budget. Their hard work will produce a fiscally sound budget for 2023-2024. They have analyzed the 14 contracts we have with various companies. The majority of these companies have reported that there will be an increase for the upcoming year. Last year only a couple of these companies passed on increases to us. Another critical concern is minimum wage. Most of the companies that provide services for us have minimum wage employees. Our budget for the current year is $1,624,476. There are approximately 65 general ledger items within the budget, 10 of those items make up 79% of the budget expenses. These items are Salaries & Wages, Utilities, Reserves, Landscape, Property Protection, and Janitorial. It is very easy to comprehend from this the impact these items will have on our SDV budget. The dues that are paid each month fund not only the operating side of the budget but also the reserves, therefore the budget is equal to the monthly dues. The financial condition of your community is very sound. The Reserve balance is $1,739,864. According to our Reserve Company, we are 90%+ funded. This enables the community to cover any major expense that could occur. When Pulte built our community, the budget they put together for 573 homes recommended the dues start at $290 per month. The budget for 2023-2024 will be sent to the Board by the end of March. The Board has set a date of April 11 at 2 pm for the budget work shop. The Board highly recommend the residents attend. Rules & Regulations serve only as a supplement to the Association's existing Governing Documents. Information below is not all-inclusive list of rules, regulations, and responsibilities of every homeowner. I will provide keys points. All information is on the SDV website under Governing Documents. 7.4 Swimming Pools/Spas/General: 7.4.1 General: a. Residents must sign-in and register for themselves and their guest(s) when entering the pool and spa facility. 17 Approved by the Board of Directors, March 16, 2017 (Revised 08.27.20) b. Use of the Community Pools and Spas are limited expressly to Solera Diamond Valley Residents and their invited guests. A guest is defined as a non-resident who is invited and accompanied by their resident host. No other visitors may use the pool and spa facilities c. Chemicals are used in order to maintain a sanitary and safe water environment, and conditions are tested and documented per California State Law. If unacceptable conditions occur, management reserves the right to close the facility at any time to preserve the health and well-being of Members and guests. d. Pool and spa hours may vary based on seasonal demands. Specific times will be posted and publicized. e. Appropriate swimwear must be worn at the pool and spa facility at all times. Cut offs or other forms of street clothes are not permitted. Water shoes are allowed. f. Individuals in diapers are not permitted in any swimming pool or spa at any time. g. Children who are not bathroom trained are not allowed in the pool or spa. They are permitted in the deck areas of the pool under adult supervision, as long as they do not disturb residents and guests. h. Showers must be taken before entering the pools and spas. If using sun oils or lotions, showers must be taken prior to each entry into the pool. i. Portable radios are not allowed in the pool or spa areas, but may be used with earphones and only on the deck and lounge areas. j. Food and canned non-alcoholic beverages may be used only in areas where tables and trash receptacles have been provided. Food or beverages are not permitted in the pool or spa or on the surrounding deck apron. No bottled drinks or glass containers of any kind are permitted. Each person is responsible for picking up their own litter and disposing of it properly. k. Smoking is prohibited at the pool and spa facilities. l. Only pedestrian traffic is allowed at the pool and spa facility (No bikes, rollerblades, etc). m. Lounges and/or other furniture at the pool and spa facility may not be removed at any time. The furniture is available for use on a first come, first serve basis, and cannot be reserved.
