8 | Four Seasons Hemet Herald | AUGUST 2023 | e Architectural Review Committee (ARC) is providing articles for the Hemet Herald quoting the Four Seasons Architectural Standards And Regulations for two months out of each annual quarter. In other months, articles will address current issues facing the Committee. is is the third article in this series and will address the Architectural Review Committee authority as vested by the Community Conditions, Covenants and Restrictions (CC&Rs). e Architectural Review Committee: e Architectural Review Committee for the K. Hovnanian's Four Seasons at Hemet, herein aer referred to as the ARC, is comprised of Homeowner volunteers whose task is to review landscape and other outdoor architectural modifications from individual Homeowners as mandated by the Community Conditions, Covenants and Restrictions (CC&Rs) conditioned upon all Four Seasons at Hemet Homeowners, Residents, and tenants. Important concerns of the ARC are the goals of balancing the overall aesthetics of the K. Hovnanian's Four Seasons at Hemet Community, Inc., (hereinaer referred to as the Community) and protecting individual property values while allowing for individual initiative and creativity in project designs. e balance the ARC aims for is to achieve high aesthetic design standards consistent with the established, CC&Rs, Rules and Regulations, and Architectural Standards and Regulations, which will protect individual property values while allowing for personal preference and style. Although the ARC does not require project proposals to be drawn by professionals, the ARC does require that project proposals contain essential information for a complete understanding of the design intent. Such information would be standard on any professional submission. As set forth in the CC&Rs, the ARC is charged with the authority to review and approve or deny any changes, alterations, modifications, and additions to Residential Lots, landscaping, hardscaping, colors, and structures located within the Community. Examples include, but are not limited, to building colors, signs, fences, walls, landscape, trees, tree removal, screens, courtyards, patios, patio covers, exterior window treatments, air conditioning units, solar systems exterior mounted tanked or tankless water heaters (see advisory note below), turbine or any type attic fans, structures, and any other changes, alterations, modifications, and additions visible from the HOA streets, sidewalks, paseos, or other Common Areas. (Advisory note: All water heater installations, including replacement water heaters, require a permit from the City of Hemet.) e continuation and completion of the Architectural Review Committee authority as vested by the Community Conditions, Covenants and Restrictions (CC&Rs) will be the subject of the Architectural Review Committee article for September 2023. Architectural Review Library Committee Are you enjoying summer? On hot summer days, a great place to visit is your Four Seasons Library! It's air conditioned, has a comfortable couch and chairs, and is the perfect spot to unwind and read a book. ere are lots of puzzles just waiting for you to choose from to take home to do with family and friends who may be visiting. ere, also, are audio books/CDs and magazines waiting for your viewing pleasure. e library has something for everyone! I just finished reading my first non-fiction book in a long time — Dewey: e Small-Town Library Cat Who Touched the World by Vicki Myron with Bret Witter. It's a true story about the tiny kitten stuffed into the outside book return slot in Spencer, IA, on a cold winter night who was found, cared for, and loved by the library director and staff. Named Dewey Readmore Books, the kitten charmed the library patrons, the whole country, and eventually the world for 19 years. Just look at his intelligent face in the picture! His notoriety spread through newspaper and magazine articles and even some national/international documentaries produced by the media. People came to visit Dewey from all over. e book also shared the challenging life of the library director who cared for Dewey through good times and bad. Have a box of tissues handy as this heartwarming story unfolds. I had never heard of library cats before, but it turns out that there have been thousands of such beloved animals around the world! Next, I want to alert you to the upcoming 20th Anniversary of Four Seasons on Sept. 23. e library is definitely participating and preparing a special souvenir for each resident who visits the library during the planned open house. Look for our booth outside the library's back door on the patio and come say, "Hello!" Library committee members will be there to greet you, provide a tour, and answer questions about our wonderful library. One final note: Because of your donations of so many newer books in recent months, the library has changed the accepted copyright date range for hardcover fiction books (found on the le wall) to include 2014 to the present. Please, only donate hardcover books 2014 and newer. For paperback fiction on the right side, it's 2020 and up. ~ Betty Crase
