We have retained Wright Management, a highly recommended construction management firm, to oversee the completion of the lake and well project. We anticipate receiving bids prior to Thanksgiving and hope to have the lake contoured and the turf removal area resculpted prior to the Christmas holiday. Our permit revisions have been submitted to the city, and one permit has already been issued. The city has committed to acting on our application prior to Thanksgiving, so we should know where we stand by the time you read this. Our neighbor and City Councilman, Ryan Keim, has been very supportive of our project. As of this writing, it appears that he will become our next Mayor. It never hurts to have friends in high places! There has been a proliferation of driveway ramps to bridge the curbs, most of them installed without permission. When our community was designed more than forty years ago, cars did not have the low-profile def lectors or "spoilers" below the front bumpers that are standard equipment these days. As a result, many of our driveways are contoured such that they damage these spoilers. However, it represents a significant liability to the Association — that's all of you to whom the Board has a fiduciary responsibility — to have a variety of obstacles thrown down in our streets. This is especially the case since we have no sidewalks, meaning pedestrians are exposed to these obstacles on our property. We are working with legal and engineering professionals to come up with solutions as quickly as possible. In the meantime, we are working with each of the owners of these devices to try to mitigate the problems. The Board met in executive session on Oct. 14 and took the following actions: • Approved the Minutes of the executive session on Sept. 16 • Issued fines for 10 stop sign violations of $75 each • Reviewed delinquencies and denied a request for reversing a Pre-Lien Fee • Received a technical project update from Ken Wright • Approved refurbishment of the guardhouses and their electronic equipment in the amount of $23,695 (long overdue and necessary prior to the installation of the new access control system) • Discussed proposals for additional fiber optic service • Reviewed and accepted an upcoming fee increase from legal counsel • Reviewed the status of Well Tec discussions and agreements • Discussed the retention of a construction manager to complete the well and lake projects • Reviewed the status of Keystone staffing complement • Approved the installation of a supplemental drain adjacent to the greenbelt behind Galicia Way • Deferred action on a revised maintenance agreement for the Clubhouse fitness equipment • Discussed a proposed renewal of the O'Connell Landscape Maintenance contract • Reviewed the status of a pending Alternative Dispute Resolution process • Discussed the legal status of driveway ramps • Discussed the status of the Delos crib wall analysis • Discussed a request regarding a space in the RV Lot received from a resident's attorney • Reviewed safety lighting in Abravanel Hall. The Board held its regular monthly meeting on Oct. 17 and took the following actions: • Approved the Minutes of the Special Meeting on Aug. 22 and of the Regular Monthly Meeting on Sept. 19 • Approved the Minutes of the Executive Finance Committee meeting on Sept. 27 • Approved the abbreviated financial summary for August 2024 and funds transfers exceeding $10,000 • Approved sending the following account to Witkin & Neal to initiate non-judicial foreclosure, when eligible: P280121612180 • Approved sending the following account to Witkin & Neal to proceed with a Notice of Default: P280121611080 • Approved the removal of a large pine tree • Accepted the resignation of Jerry Gayvert from the RV Lot Committee • Approved a proposal for turf removal and re-landscaping of the area between Lorca Way and Corinthia Way which has been approved for a turf removal rebate from the City of Oceanside at a cost not to exceed $121,300. The Board met in Executive Session on Oct. 24 and took the following actions: • Approved a contract with Wright Management to oversee the construction of the lake and completion of the well project at a cost not to exceed $50,000 • Authorized legal counsel to retain the services of a civil engineer to advise the Board on issues related to curb ramps • Authorized extending the deadline for homeowners to remove unauthorized driveway ramps • Received a report on storm water easement issues with the City of Oceanside • Approved reimbursement to a homeowner for correcting tree root invasion • Set limits on the spraying of turf in preparation for the turf removal and replacement project.
