Yes, Four Seasons, there is a Santa Claus. During December
his eight reindeer delivered 4.69" of rain to our parched
landscape. While we could not use all of it this time of year,
our reservoirs up north can rebuild their water levels. Shasta
Dam had 20 days of rain during the month and is now up from
38 percent of normal for November to 66 percent of normal for
December. The drought is far from over but if we get a normal
rainfall in the spring, we should survive another dry summer.
For 2014 the Front Yard Cost Center water consumption was
6 percent higher than 2013. This was most likely due to the fact
our rainfall was 40 percent lower than the previous year. With
the addition of new areas like the Fuel Modification Zone our bill
for all irrigation water has grown from $179,145 to $248,347. In
2015 the new recreation area will push it higher.
As our builder adjusts to market demands, changes are being
made to the original common area plans. Initially areas outside
brick walls along streets and alleys were common. With the
changes capping the Front Yard Cost Center at 556 houses in
phases A and B, this is no longer the case. New homeowners are
now responsible for landscape maintenance outside their walls
all the way to the street. Where necessary the Association has
an easement for access or utilities in these areas.
The new fence behind White Sands limits the extension of
Trail B. This area is still controlled by the builder who does
not intend to wrap the trail around to the cul-de-sac. The
Association intends to pursue building an extension once the
property is turned over. Until then this extension is closed to
